Berkeley Lab’s (LBNL) Office of Chief Financial Officer has an opening for a Business Services Manager. You will report to the Controller, this position is responsible for the daily operations and oversight of financial transactions within the Innovations and Partnerships Office and the daily operations and oversight of the Conference Services work unit.  These units will focus on meeting the external reporting and compliance requirements and expectations of the Department of Energy (DOE) and the University of California (UC).  The Business Services Manager facilitates the delivery of policy compliant, cost-effective, service-oriented conference services to the Laboratory. 


What You Will Do:

  • Develop, implement, and update the Conference Services Strategic Plan.

  • Enhance awareness of CS capabilities to increase the Laboratory's customer base.

  • Develop strategic relationships with preferred hotels and caterers to affect long-term cost-effective contracts.

  • Oversee the institutional contract for event rental equipment making sure best practices and prices are procured for the Lab.

  • Oversee the compliance and reporting function ensuring all related activities are completed.

  • Responsible for hiring, training, and developing staff, performance management, and annual performance appraisals. 

  • Organize staff meetings and motivate staff; Ensure all staff has excellent skill levels to perform their job responsibilities including stronger capabilities in contract negotiations.

  • Demonstrate an operational understanding of labor/employee relations issues and be able to communicate information to subordinates on working conditions, professional development, career opportunities, and compensation.

  • Understand and uphold established LBNL, UC, and DOE policies. Take the lead in providing quality training to ensure all Laboratory staff and customers understand and comply with established policies.

  • Work closely with the Financial Policy Office, assist in the development, modification, and maintenance of all Conference Services policies and procedures, ensuring they are current, relevant, and posted to the OCFO website in a timely manner.

  • Interface with Internal Audit (IA), Berkeley Site Office (BSO), General Accounting Office (GAO), or any other entity on reviews and/or audits related to Conference Services.

  • Ensure the Laboratory's event database is operating effectively and efficiently. Ensure the accuracy and integrity of the data.

  • Establish metrics to track customer satisfaction.

  • Responsible for the development, oversight, execution, and monitoring of financial transactions, processes, and systems. 

  • Research, analyze, and correct complex irregularities and issues; including but not limited to reconciling items in system output results and/or reconciliations.

  • Develop and implement solutions to varied and complex accounting problems through in-depth evaluation and analysis.

  • Responsible for monthly and year-end close related activities; including leading/directing the activities of others, from a financial accounting transaction perspective.

  • Complex financial analysis; acting in the capacity as preparer or reviewer; to include out-year forecasting of licensing revenues and expenses. 

  • Complex financial reporting, including non-standard and/or ad hoc, for both internal and external audiences; acting in the capability of a preparer or a reviewer.

  • Utilize computer databases (PeopleSoft FMS and Sophia) to obtain and analyze varied and complex financial information.  Confer with computer programmers and other functional subject matter experts to design and develop reports.

  • Develop, evaluate, and implement work methods and transaction documentation for efficiencies, making recommendations for improvements as it relates to IPO operations and the Sophia system.

  • Oversee and participate in system design and implementation of new Sophia system functionality.

  • Provide technical expertise leadership in the formulation and execution of financial objectives.

  • Develop, plan and implement policies, techniques, and methods for IPO financial operations in accordance with the Laboratory contract, Laboratory policies, Federal Acquisition Regulations (FAR), DOE regulations, and UC and/or government regulations.


What is Required:

  • 5 years of related comprehensive professional-level experience or the equivalent combination of experience and Bachelor’s Degree in Business Administration, Accounting, Finance, or related field.

  • Comprehensive knowledge of and expertise in interpreting and applying financial policies and procedures including the use of generally accepted financial principles and methodologies.

  • CPA or CMA.

  • Comprehensive knowledge of and expertise in performing financial functions including:  financial accounting transaction flows, balance sheet reconciliations, financial statement analysis, financial report preparation, and variance analysis.

  • Comprehensive experience in the development and maintenance of highly complex financial spreadsheets and databases containing advanced functions and Comprehensive experience in utilizing commercial and/or institutional financial tools.

  • Comprehensive experience applying skills to independently research, interpret, analyze, compile, and present data and information.

  • Comprehensive experience in advanced decision making, problem-solving, and analytical skills to independently solve highly complex issues requiring mature judgment, discretion, and tact; experience negotiating desirable outcomes.

  • Comprehensive experience in communication skills, both written and verbal to effectively prepare and deliver financial briefings, documentation, reports, and expert financial advice to OCFO Management, and/or other external organizations and agencies.

  • Proven ability to independently devise new approaches, perform assignments, and make decisions with the high consequence of error without appreciable direction from management.  

  • Self-motivated, articulate, and possess excellent verbal and written communication skills.

  • Substantial computer skills and the ability to manipulate databases, with an eye to making them more user-friendly for customers.

  • Proven advanced ability to analyze existing processes and recommend, lead, and implement process improvement and/or enhancements, including policy and technology considerations.

  • Proven advanced ability to implement technology solutions, from a functional perspective, that enhances the efficiency and effectiveness of a process.

  • Demonstrated expertise in utilizing interpersonal skills to effectively explain, negotiate, persuade, and build consensus among diverse stakeholders.

  • Demonstrated expertise in independently creating position/white papers and detailed and readily understood briefings, reports, proposals, and presentations.

  • Demonstrated expertise in relationship building and management; establishing and maintaining strong and effective working relationships with a broad cross-section of senior management and managerial personnel, both internal and external to the Laboratory.  Ability to exercise prudent judgment when dealing with complicated relationship management challenges.

  • Ability to work in excess of a normal workweek to meet assignments/deliverables.

  • Ability to work well under pressure and successfully meet hard deadlines.

  • Ability to work on a computer for extended periods of time.

  • Ability and flexibility to travel from the office site to other locations.

  • Ability to deal with and manage heavy workloads during peak periods.


Additional Desired Qualifications:

  • MBA.

  • Background in an R&D environment dealing with federally funded sponsors, such as the DOE.

  • Experience working with DOE and/or University of California (UC) financial and business operations policies and procedures, with a focus on Travel and Work for Others in the DOE environment.
