Lawrence Berkeley National Laboratory (LBNL) is seeking a Research Integrity Officer to uphold one of Berkeley Lab’s key stewardship principles: to conduct research of the highest quality, with honesty, accuracy, efficiency, and objectivity. 


Reporting to the Deputy Lab Director for Research, the Research Integrity Officer will partner with Senior Leadership and Laboratory researchers to ensure that LBNL’s research maintains the utmost level of integrity and is free from conflict of interest. As Head of the Research Compliance Office, this position provides institutional oversight to the LBNL research integrity and conflict of interest programs, as defined by policy and law as well as by the standards of prudent public stewardship. This position collaborates with the LBNL community and senior leadership to ensure that these important areas are always at the leading edge of research community standards. As such, the ideal candidate will champion a collaborative approach in leading and guiding relevant policy formulation and compliance efforts, while promoting ethical behavior and research integrity across the Laboratory to enable LBNL to achieve its mission.

What You Will Do:

  • Lead the Research and Compliance Office and team to ensure LBNL’s research maintains the utmost level of integrity and is free from conflict of interest. Foster a collaborative approach in working with senior leadership and researchers.

  • Manage LBNL institutional programs under University of California-Department of Energy (UC-DOE) Prime Contract, UC policy, and state and federal regulations in the areas of research compliance, research integrity and conflict of interest.

  • Develop, implement, administer and certify research compliance policies, procedures, and practices. Ensure alignment with legal ethical standards of the organization. 

  • Provide research compliance advice, investigate complaints, and verify deficiencies are corrected. Ensure allegations concerning research misconduct are managed appropriately. 

  • Coordinate sensitive workplace investigations conducted by internal staff and/or outside counsel, working with appropriate Legal, Assurance & Integrity, and Human Resources leaders.

  • Provide independent advice and staff support to Laboratory leadership concerning various sensitive topics involving ethics and management control issues. Advise senior leadership and influence decision-making in a manner that fosters Institutional research integrity of the Laboratory and its leadership.

  • Establish and manage institutional research compliance committees; manage institutional data and reporting; and audit functional research compliance program.

  • Serve as the Research Integrity Officer and Deputy Chief Ethics and Compliance Officer on behalf of the Laboratory, and as a member of the LBNL Audit Committee. 

  • Maintain effective liaison with key stakeholders, including relevant internal LBNL, UC, and DOE offices, such as the UC National Laboratory Office, UC Office of General Counsel, UC Ethics Compliance and Audit Services, UC Research Policy and Analysis, DOE Bay Area Site Office, and DOE Office of Inspector General.

  • Develop employee communication and training programs that focus on the elements of University-wide research compliance programs.


What is Required:

  • Bachelor’s degree and a minimum of 10 years of experience in a related field such as Research Administration/Policy, Public Administration, or an equivalent combination of education and experience. Science degree preferred.

  • Proven track record for independently planning and conducting confidential, effective institutional investigations and/or audits under strict and unfailing confidentiality. Ability to present thorough and accurate reports for senior-level decision-making as well as findings in formal proceedings.

  • Ability to accurately and appropriately advise senior managers and staff at all levels on procedures, policies, and regulations to research compliance, research integrity and conflict of interest in a collaborative manner.

  • Extensive experience with and ability to analyze, understand, interpret, and evaluate alternatives to detailed and complex government regulations, orders and directives as they relate to an organization’s research and stewardship objectives, including ability to consider far-reaching issues at a policy level and recommend creative and effective mechanisms to manage and monitor compliance.

  • Demonstrated experience and ability to chair/lead committees, function effectively as a member of interactive teams, work collaboratively with key Laboratory and UC decision makers and represent the Laboratory in meetings with external stakeholders. Demonstrated ability to obtain the trust and confidence at all organizational levels and across organizations.

  • Extraordinary tact, diplomacy, discretion, professionalism and judgment in decision-making and communications at all levels. Ability to resolve conflict and maintain leadership in a disparate or challenging environment.

  • Demonstrated experience in leading and managing a small team and fostering a culture of professionalism, inclusion and collaboration in the department. Ability to effectively manage an annual department budget.


Additional Desired Qualifications:

  • Advanced degree in law, public administration, business administration or other related field.

  • Research program experience in DOE or other national laboratory or academic institutions.

The successful candidate for this position will be required to file financial interest statements upon assuming this position, annually while holding this position, and when leaving this position.

  • Work will be primarily performed at: Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA.
