Berkeley Lab’s ALS-U (Advanced Light Source Upgrade) Project Division has an opening for a Supply Chain and Control Account Manager. 

The Supply Chain and Control Account Manager is a position within the ALS-U (Advanced Light Source Upgrade) Project. The Advanced Light Source (ALS) has been a global leader in soft x-ray science for more than two decades. An upgrade project (ALS-U) is currently underway, which will endow the facility with state-of-the-art x-ray capabilities and ensure future leadership.

Within ALS-U, the Supply Chain and Control Account Manager has two primary responsibilities:

  1. Oversight and leadership of the project’s supply chain to ensure hardware and materials are delivered on time to meet project schedules. The project has a large quantity of hardware and materials sourced internally, from domestic vendors, and from international vendors. The project’s delivery times, acceptance procedures, and installation requirements combine to present a complex supply chain. This role also includes the management and execution of the project’s space plans.

  2. Control Account Manager (CAM) for the Pre-staging Control Account. This role involves overseeing the planning, coordination, and achievement of all work within the control account. Pre-staging consists of preassembly and integration of subsystem components into modular assemblies to facilitate installation and to minimize the need for assembly work in the ALS cave.  The CAM fulfills a critical role in day-to-day project management and follows earned value methods to ensure timely and accurate earned value reporting. The CAM reviews, evaluates, approves, and monitors cost, schedule, and technical scope baselines.

The person holding this position is expected to split their time 50/50 between the two areas of responsibility. Note that the two roles are related in that much of the hardware for the upgrade flows through the Pre-staging group for integration.


What You Will Do:

Supply chain manager responsibilities:

  • Provide leadership of the ALS-U project’s supply chain and logistics to ensure hardware and materials are delivered on time to meet project schedule deadlines 

  • Integrate subsystem schedules of component deliverables across the project for delivery to the pre-staging and installation groups

  • Manage the project’s space plans to ensure project-wide needs for technical space, storage, and staging are available when needed and are configured to project needs

  • Provide guidance to subsystem manufacturing engineers on the management of supply chains and logistics

  • Provide analysis of materials and workflows for ALS-U production, fabrication, assembly and preparations for installation, to identify potential issues so that the project team can proactively address them to mitigate supply chain risks

  • Utilize analytical and empirical tools and methodologies to explore, simulate, develop, and validate cost-effective and timely solutions for complex supply chain and logistics problems; provide cost-benefit analysis as needed

  • Coordinate with ALS-U QA Manager and subsystem QA engineers to ensure quality assurance and quality control is integrated into the supply chain

  • Assist in supplier evaluations and make/buy decisions

  • Report at regular team meetings, advisory committee meetings, and other venues.

 CAM responsibilities:

  • Manage the technical, cost, and scheduling activities of the project’s pre-staging control account.

  • Consult with managers, engineers, and scientific personnel as necessary to understand project requirements and needs. Direct the work of the Pre-staging group engineering staff as required during the progression of the project.

  • Identify the tasks required and their sequence for the control account statement of work. Develop detailed schedules that will depict horizontal dependency, float, and the critical path. Develop supplemental schedules for use in day-to-day operational planning and management.

  • Integrate the project work scope, schedule, and cost objectives into a performance measurement baseline against which accomplishments may be measured.

  • Use Earned Value Management System (EVMS) information in developing and carrying out management processes. Objectively assess monthly cost and schedule status at the work performance level. Analyze significant variances from the plans and impacts on the control account. Develop variance reports and corrective action plans for management review and approval.

  • Monitor, draft, and present Budget Change Requests (BCRs) for management approval.

  • Act as the primary technical interface for subcontractors and approve invoices, verifying work completed.

  • Identify potential technical, schedule, and cost risks for tracking in a Risk Registry. Actively manage those risks within the project risk management process.

  • Specify the opening and closing of projects and activities to the designated Finance Officer.

  • Create material necessary for project reporting purposes.


What is Required:

  • BS degree, or equivalent in engineering or a related field and 6 years of relevant experience; or equivalent experience.

  • Experience and knowledge in supply chain engineering, manufacturing engineering, and/or industrial engineering.

  • Experience in working in a medium to large scale multi-disciplinary project(s).

  • Experience building a team atmosphere involving multi-disciplinary personnel.

  • Demonstrated experience in advanced problem-solving and decision-making necessary to independently solve problems and make appropriate decisions.

  • Demonstrated experience in supply chain or logistics management for complex programs, projects, or businesses.

  • Familiarity with software programs, analytical tools, and methodologies for the analysis of processes in industrial engineering, operations research, or supply chain engineering

  • Demonstrated experience managing to budget and schedule.

  • Relevant knowledge and experience in Earned Value Management System (EVMS) concepts, practices, and tools.

  • Experience developing control account status reports, variance reports, and Estimate at Completion.

  • Ability to lead work of others and give work direction.

  • Demonstrated written and oral communication skills in authoring technical reports and publications.

  • Demonstrated ability to collaborate with engineering staff, scientific staff, technical staff, external collaborators, vendors and lab management.


Additional Desired Qualifications:

  • Advanced degree.

  • Experience with management of scientific construction projects.

  • Familiarity with policies and procedures at Department of Energy (DOE) National Labs.

  • Experience using EVMS software tools such as Oracle Primavera P6.

  • Knowledge of and experience with DOE Order 413.3B: Program and Project Management for the Acquisition of Capital Assets.

  • This is a full time, two year term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
