Berkeley Lab’s Facilities Division has an opening for a Deputy Division Director.

In partnership with the Facilities Division Director, this position is responsible for long term and short term strategic leadership for the Facilities Division including planning, developing, and establishing goals, objectives, and programs aligned with the overall mission of Berkeley Lab.  In partnership with the Facilities Division Director, provides leadership over the Facilities Department Heads to ensure technical and operational activities of the Facilities Departments including budgets, funding, workforce planning, Human Resources activities, Environmental, Safety, and Health (EH&S), property, and major activities (maintenance, projects, operations, engineering) are aligned accordingly.  The Deputy will be responsible for increasing effectiveness of cross-Department activities and interface points.

This is an at-will position.  

What You Will Do:

  • Provides leadership to Facilities programs, projects and operations essential to the Laboratory mission and the ability to conduct science.  In partnership with Facilities Division Director, manages the activities of a broad functional area through several Department Heads, Project Managers and Technical Group Leaders within the organization, ensuring all Facilities operations and programs are aligned with organizational objectives.  Upon designation, acts on behalf of the Facilities Division Director, as needed.

  • Provides leadership for Operational Excellence and assists Facilities staff with application of DOE, national, industry, and professional standards into division activities and deliverables.  Ensures the Facilities Divisions stays current on DOE, UC and other contract and regulatory requirements.

  • Communicates regular updates to employees on Department/Division/Laboratory plans and programs, i.e., new project funding, controversial programmatic situations and customer feedback.

  • Provides a leadership role in major Laboratory initiatives involving safety and work flow processes for Facilities.  Participates in the earliest phases of strategic planning for major initiatives. May serve as a Laboratory or DOE resource in conceptualization, design, planning, implementation, and completion of complex problems, tasks or projects that results in solutions that have little or no precedent.

  • Reviews and assesses service delivery model to identify opportunities for improvement in safety, customer service, efficiency, or effectiveness.  Stays current with evolving Laboratory needs; maintains a reliable and cost-conscious and environmentally responsible model of service delivery to enable the success of the science programs.  Proactively seeks out customer needs as they pertain to maintenance, utilities and facilities service requirements and needs.

  • Collaborates with other senior managers to establish strategic plans and objectives related to Facilities Division activities.

  • Oversees and coordinates the management of all aspects of facility lifecycle including strategic planning, facility master planning, and O&M tactical planning and execution of work.


What is Required:

  • Degree in Engineering or Architecture or Bachelor’s degree and demonstrated leadership experience from which comparable knowledge and skills may be acquired.

  • Experience in managing Facilities Division activities and business management experience that include work control, budgets, funding, property management, workforce management/labor relations, and health/safety management.  Knowledge of LBNL and DOE budget formulation, business practices, and cost accounting standards. Broad knowledge of industry and regulatory standards (Federal, state, and local).

  • Experience in the strategic design of facilities, maintenance and construction programs/projects in collaboration with senior management. Experience representing Facilities Division both internally and externally, including DOE.

  • Demonstrated success in strategic planning including development and implementation of plans and strategies. Ability to collaborate with colleagues from a variety of expertise including Laboratory management, DOE, Scientists and Engineers and other technical and support staff.

  • Demonstrated success in applying continuous improvement methods to increase efficiency or effectiveness.

  • In-depth understanding of safety culture and how to manage it.

  • Excellent analysis skills and ability to formulate logical and objective conclusions, achieving directional consensus, and implementing directives.

  • Proven ability to analyze and resolve complex operational issues in a manner that fosters institutional values and stakeholder buy-in.  Excellent negotiation and conflict resolution skills.

  • Proven record of managing support service functions in a cost effective and efficient manner while meeting the needs of institutional clients.

  • Experience managing and supervising a diverse team.  Provide staff with performance expectations, guidance and training to ensure customers are provided with quality, comprehensive and effective services/deliverables.

  • Excellent verbal and written communication, presentation and organizational skills to internal and external customers. Ability to easily convey complex information in presentations and high-level reporting.   Excellent computer skills and experience with CMMS and project management software.

  • Ability in the absence of the Facilities Division Director to act in that capacity.

  • Appointment Type:

    • At Will - Deputy of Operations is a career position that is appointed by and serves at the discretion of the Laboratory Director, and this appointment is at will and may be terminated at any time with or without cause.

  • Work Schedule:

    • Full-time, M-F, exempt (monthly paid) from overtime pay.

  • Background Check:
