Berkeley Lab’s Office of the Chief Financial Officer (OCFO) has a great opportunity for a seasoned Principal Financial Policy and Assurance Analyst to join our team!  


The OCFO is a fast paced environment with a focus on supporting the Laboratory’s scientific mission and effectively shepherding Lab resources to achieve institutional goals and objectives.  Reporting to the Lead Financial Policy and Assurance Analyst, this role will serve as the primary point of contact for the OCFO’s Cost Allowability program and process and be responsible for analysis of highly complex compliance issues to OCFO staff and its customers.


What You Will Do:

Primary Duties:

  • Interpret and apply contract requirements, Laboratory and Department of Energy (DOE) policies, and federal statutes and regulation to resolve issues.

  • With a focus on cost accounting requirements, gather and interpret pertinent data, and apply established rules and procedures in order to recommend effective solutions to staff and senior management. Develop position papers based on analyses.

  • Lead the Cost Allowability/Allocability program and process by serving as the initial point of contact and subject matter expert (SME) for all OCFO Cost Allowability/Allocability issues or questions.  Provide guidance to Laboratory stakeholders on allowability determinations, contract requirements, policy interpretations, and questions or issues on OCFO policies. Maintain centralized reference library for OCFO allowability issues.


Other Duties:

  • Provide guidance to departmental SMEs to ensure policies meet OCFO and institutional standards and requirements for policy development.  This may include reviewing/editing policies, procedures and/or desk guides prepared by departmental SMEs.

  • Design and assess work processes and internal controls systems to enhance controls.

  • Coordinate the DOE contract performance measurement process for the OCFO, in accordance with DOE and UC requirements.

  • Perform audit coordination, reporting and assurance process with Internal Audit, DOE, Inspector General, and any other outside audit agencies.


What is Required:

  • Bachelor’s Degree in Accounting, Finance, Business, Economics, or related field and a minimum of 6 years of related experience evaluating contractual terms and conditions and applying them to a wide range of financial issues in a highly regulated multidivisional organization or the equivalent combination of education and experience.

  • Broad and deep understanding of financial, operational, business regulations, principles, policies and practices including, experience in interpreting Generally Accepted Accounting Principles (GAAP) and cost accounting principles.

  • In depth knowledge and experience with policy development, interpretation and testing, operational concepts and principles demonstrated by advanced business studies, relevant financial management or assessment experience.

  • Strong negotiating and consensus building skills to solve difficult problems.

  • Excellent written, verbal, and presentation capabilities to develop, explain and interpret policies, guidance procedures, communications etc., including the demonstrated ability to clearly articulate difficult concepts into simple language.

  • Demonstrated skills in developing and maintaining computer-based spreadsheets and report-generation applications (e.g., Microsoft Word, Excel, PowerPoint).

  • Demonstrated organizational, analytical and problem solving skills and the ability to effectively multi-task.


What We Desire:

  • Substantial experience understanding and applying requirements of the Federal Acquisition Regulations (FAR) including cost allowability and/or Cost Accounting Standards to a variety of complex issues.

  • Substantial experience in assurance/compliance program development, including audit coordination and resolution/negotiation.

  • Experience in procedure and process development, design and assessment, with a focus on aligning these w/ policies and best practices.

  • Experience with project management planning including development and execution management of plans and strategies.

  • Knowledge of DOE, UC, LBNL and SPP financial policies, procedures, and reporting requirements.

  • This is a full time, M-F, exempt from overtime pay (monthly paid), career appointment.
