Berkeley Lab’s Site Security Office has an opening for a Security Program Manager to manage Foreign Visits and Assignments (FVA) and Site Access. Reporting to the Personnel Security Manager, the position is responsible for understanding, applying, and remaining in compliance with all applicable Laboratory and DOE orders, policies, and procedures related to employee, affiliate, and visitor access, management, tracking, and approvals. 

 

What You Will Do:

      Manage Foreign Visits and Assignments Program, including collecting and tracking of FVA program components to include use of the Foreign Access Central Tracking System (FACTS) data processing, verification of foreign national’s identity, and coordination with hosts.

     Manage and monitor the timely review and evaluation of sensitive case files that require approval (initial and extensions) by a number of programmatic and laboratory authorities. 

     Develop, plan, coordinate, and conduct FVA education awareness, and training programs for principal investigators and hosts of sensitive and terrorist-sponsoring country foreign nationals, Laboratory and division management, Human Resources and administrative staff.

     Maintain contact with foreign visitor hosts to ensure compliance and identify issues or concerns. Report any issues or concerns to the Personnel Security Manager.

     Support required and requested self-assessments, reviews, and audits and report findings. Develop, collect, and report FVA program metrics.

     Construct, track, and maintain State Sponsors of Terrorism approval packets and serve as the point of contact for routing packets and obtaining signatures.

     Directly oversee each FVA Administrator and provide guidance for daily tasks.

     Ensure accurate information is being documented in the FACTS database. Run reports and identify gaps in documentation.

     Make recommendations on procedural changes to improve process accuracy and efficiency and lead the implementation of changes as needed

      Manage the operation of the Site Access Office and ensure compliance with applicable procedures, processes, and policy as it applies to badging, parking and access control.

      Coordinate development and maintenance of relative personnel security files for cleared staff.

      Participate as a member of the Emergency Response Organization and in the Emergency Operations Center (EOC) during meetings, training, drills, exercises, and upon activation of the EOC as needed.

What is Required:

      BA/BS and 8 years of related experience or an equivalent combination of education and experience.

      Due to DOE requirements, must be a U.S. Citizen and able to successful pass a background check.

      Experience providing independent program management support for specialized and complex programmatic functions.

      Proven technical planning and organizational skills to independently establish priorities and ensure completion of a wide range of projects in a timely manner.

      Demonstrated ability to apply initiative and problem-solving skills to analyze existing processes and procedures and recommend innovative solutions to problems of moderate scope and complexity. 

      Proven ability to handle confidential issues and information with a high degree of professionalism, tact, diplomacy, discretion, and sensitivity.

      Ability to interact and communicate diplomatically with a wide range of scientific, management, administrative & human resources staff, and international researchers.

      Demonstrated ability to perform as part of a cohesive and collaborative team to achieve group and program objectives.

      Strong communication (written & oral), organizational and analytical skills; ability to effectively communicate policies, procedures, and recommendations to diverse audiences.

      Ability to develop training materials for diverse audiences using demonstrated skills in composition, design, and conceptualization.

      Demonstrated ability using advanced computer skills in Microsoft Office suite, and electronic mail applications. Experience producing graphics, charts and presentation materials.

      Ability to work extended hours and days as a member of the Emergency Response Organization when activated.

Additional Desired Qualifications:

      Understanding of Laboratory operations required to analyze and solve moderately complex and diverse problems that cross-cut several major functional areas is strongly preferred.

      Working knowledge of UC, LBNL, BSO, Office of Science, and DOE policies and procedures is highly desirable.

    This is a full-time career appointment, exempt (monthly paid) from overtime pay.
