Berkeley Lab’s Office of the Chief Financial Officer Division has an opening for an Assurance Analyst. Under the general direction of the Procurement Policy Supervisor within the Business Assurance Group, you will administer the Laboratory’s Procurement Balanced Scorecard activities under the Prime Contract and provides support for self-assessment activities and other key activities performed by the Policy Team.

 

What You Will Do:

  • Support Operations/OCFO/Procurement Vision, Goals, Objectives and Strategies.

  • Emphasize excellent customer service. Plays an active role in ensuring Procurement provides a high level of service both to its internal and external customers.

  • Solve customer problems in a timely manner.

  • Participate actively in strategic, quality, process improvement and re-engineering efforts. Emphasize teamwork, continuous improvement, and best practices.

  • Help fulfill the overall goals of Procurement by performing additional tasks as assigned when the need arises.

  • Solicit input and drafts and administers the reporting of Contract 31 Procurement performance measures, objectives for the Balanced Scorecard Program, and Performance Evaluation and Management Plan (PEMP). Prepares quarterly/year-end reports with input from others, with statistical and narrative information.

  • Coordinate and document the monthly file review self-assessments, which are performed by others, and manages the resulting corrective actions to completion. 

  • Oversee the monthly Customer Survey, a component of the DOE Balanced Scorecard Plan, including collection, analysis, and summarization of survey responses for reporting purposes. Manages the annual employee survey process. 

  • Manage the tracking of procurement-related prime contract reporting requirements and provides updates to OCFO staff on status as required. 

  • Prepare and submits the advanced notification to DOE. Prepares and submits to the DOE the annual Business Clearance/Institutional Review Board (IRB) forecast, which details upcoming large value acquisitions. 

  • Perform the Cost Savings review, works with others to address inconsistencies, and prepares and submits a monthly report.

  • Review, recommend and implement changes in work methods, procedures, or forms to increase service efficiency/effectiveness.

  • Oversee activity for various reporting processes, including insurance compliance, advance notifications, small business results, advance payments. 

  • Provide procurement management with performance data resulting from self-assessments for staff for mid-year and annual performance reviews. 

  • Prepare a response to the Center for Advanced Procurement Strategy (CAPS) annual benchmarking survey.

 

Additional Responsibilities as needed:

  • Maintain letters of the delegation of Laboratory procurement authority. Participate in department initiatives as assigned.

 

What Is Required:

  • Two years of related experience.

  • Excellent interpersonal, oral, and written communication skills. Demonstrated ability to establish and maintain long-term working relationships with a broad cross-section of people.

  • Demonstrated decision-making and problem-solving skills.

  • Ability to secure cooperation and teamwork among Procurement personnel in support of management goals.

  • Demonstrated ability to work independently on multiple assignments, establish priorities, use judgment to determine appropriate action and to select methods and techniques to obtain solutions and make decisions within scope of work.

  • Ability to edit a variety of documents for grammar, syntax, style, and clarity.  Ability to proofread and correct own work and submit high-quality final documents. Ability to work productively under pressure and be able to produce quality work under tight deadlines.

  • Ability to think beyond accepted ideas and methods; recognize new ideas, opportunities and advances

  • Must be organized, resourceful, detail-oriented, a quick learner and a self-starter.

  • Demonstrated proficiency with Windows-based personal computer systems, and Google suite products.

 

Additional Desired Qualifications:

  • Bachelor’s degree or equivalent training and experience, and a minimum of two years related experience.

  • Understanding of the Procurement self-assessment process and DOE Balanced Scorecard.

  • Experience in a Procurement environment.

  • Familiar with applicable Federal Acquisition Regulations and Department of Energy Acquisition Regulations.

  • This is a full time career appointment.

  • Full-time, M-F, exempt (monthly paid) from overtime pay.
