Berkeley Lab’s Human Resources Division has an opening for a UCPath HR Business Process Lead.   This position will support the implementation of UCPath at the Lab and lead HR business process documentation, analysis, and business process re-engineering activities on the project.  


UCPath is the University of California’s program to implement a single payroll, benefits, and human resources solution for all UC employees, leveraging a single instance of PeopleSoft.  The UCPath HR Business Process Lead is a full time member of the Lab’s Human Resources implementation core team, and drives the HR business process documentation and analysis track of the project.

What You Will Do:

  • Oversee all business process activities performed by other business process analysts.

  • Establish a strategic methodology and approach for evaluating and documenting the HR suite of end-to-end business processes including creating an inventory of processes, providing direction and guidance to business processes analysts, and collaborating with functional business process owners.

  • Organize business process reviews with subject matter experts and business process owners. Design, facilitate, and execute business process workshops for soliciting input from various functional owners and stakeholders.

  • Act as primary business process analyst in specific HR functional areas, while providing oversight to other business process analysts assigned to other functional areas.

  • Scope end-to-end business processes, analyze, identify issues and gaps, provide potential options for resolution, present findings and options to stakeholders, and implement future state.

  • Manage Business Process Analysts matrixed to the Manager for HR Systems and Projects.  May have direct reports.

  • Participate in PeopleSoft fit/gap analysis activities to gain a strong understanding of UCPath configurations, customizations and workflows.

  • Participate in data conversion discussions to gain an understanding of data sets available to support HR business processes in the UCPath environment.

  • Leverage extensive UCPath documentation, and interact with the University of California UCPath Core Team, LBNL subject matter experts, IT and other partners to identify business process gaps that need to be remediated before go-live.

  • Participate in discussions as an integral team member for providing recommendations on post-implementation service model.

  • Conduct roles & responsibilities analysis for future state, and determine impacts on existing HR functions.

  • Propose workable and realistic solutions to address gaps, including workarounds.  Articulate the pros and cons of alternative approaches. Present recommendations to business process owners and stakeholders to elicit decisions.

  • Manage and balance business stakeholders and clients’ expectations, drive toward standardization leveraging UCPath-delivered PeopleSoft functionality.

  • Document business process solutions with workflows and other artifacts.

  • Collaborate with the project Change and Communications Lead to advise on process gaps that may require change management attention and mitigation.

  • Work together with project Test Manager to validate transaction set up and workflows against business requirements.

  • Partner with the System Configuration Lead and the Conversion/Data Clean Up Lead to ensure that business processes fully leverage system design and configurations, and assess impact of data issues on business process design.

  • Support project Training Lead to ensure that business process actors understand their roles and responsibilities, and are ready for go live.

  • Participate in weekly core team meetings, and provide status updates.


What is Required:

  • Bachelor’s Degree in Business Administration or Computer Sciences or equivalent training/experience.

  • A minimum of 10 years of experience working on business process re-engineering efforts, preferably in Human Resources.

  • At least 5 years of experience working on large system implementations.

  • Proven ability to manage a small core team of business analysts.  

  • Proven advanced ability to analyze existing processes and recommend, lead and implement process improvements, taking into consideration policy, resources and technology.

  • Demonstrated expertise in developing innovative and creative solutions to address complex and multi-faceted process and organizational design issues.

  • Ability to prioritize and rank issues and distinguish between critical, important, and nice to have.

  • Experience working against very tight deadlines, and ability to engineer and evangelize realistic business process workarounds to meet those deadlines.

  • Experience with negotiation and conflict resolution with the ability to work with project teams, third parties and diverse stakeholders through disparate viewpoints to achieve solutions acceptable by all levels of management.

  • Excellent organization skills with the ability to manage multiple tasks and action items concurrently.

  • Demonstrated expertise in communication skills, both verbal and written with the ability to tactfully and effectively establish and maintain strong and effective working relationships with a broad cross-section of senior management and managerial personnel, both internal and external to the Laboratory.

  • Strong change management skills.

  • Experience with project management execution: project planning, issue tracking, task status tracking, and project communication and reporting.

  • Experience interacting with Project Management Office.


Additional Desired Qualifications:

  • Experience as a Business Process Manager and/or managing direct reports.

  • Project management certification (PMP, PRINCE2).

  • Business process methodology certification (such as Six Sigma).

  • Experience with JIRA.

  • Experience with documenting a variety of HR functional business processes.

  • Knowledge of UCPath project and UCPath system functional design and business processes.

  • Knowledge and understanding of LBNL, UC, DOE policies, procedures and operating practices.

  • Experience working for the University of California.

  • This is a full time, M-F, exempt from overtime pay (monthly paid), 18 month, Term appointment.  This position has the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
