Lawrence National Berkeley Laboratory has an opening for an Electrical Safety Officer to support the Facilities Division on construction projects and maintenance work. As an electrical safety champion, you will play a key role in providing safety expertise, partnership, and leadership to continually improve and develop new electrical safety approaches to ensure safe electrical work execution. In particular, the Division Electrical Safety Officer is responsible for assessing and consulting staff and contractors in electrical safety subject matter areas, such as electrical safety, high voltage electrical safety, lockout/tagout, subcontractor safety, and maintenance safety, planning and operations. What You Will Do:

  • As Division Electrical Safety Officer for the Facilities Division, serve as Qualified Electrical Worker Supervisor for electrical safe work practices.
  • Review processes and procedures to plan and control high and medium voltage electrical work. Review and approve Electrical Safe Work Practices to ensure Berkeley Lab requirements for Electrical Safe Work Practices and workplace conditions are in place. 
  • Provide in-house training for Qualified Electrical Workers as well as subcontractors as needed. Review and concur with Work Planning and Control Activities for the Qualified Electrical Worker Craft workers.
  • Lead self-assessments in the areas of Electrical Safety and Lockout/Tagout (LOTO). Observe electrical work and work requiring LOTO to identify continuous improvement opportunities and verify Electrical Safe Work Practices in the field. 
    • Develop awareness and communication campaigns related to LOTO and electrical safety. 
    • Assist with subcontractor LOTO permitting process. Develop and assist with LOTO Permits and Complex LOTO Procedures, using the institutional database. 
    • Work with the Facilities Division Work Planning and Control and the Hazardous Energy Control Group to determine if work orders need LOTO procedures and other electrical hazards and controls documentation.
    • Design and lead strategies and tasks to resolve complex LOTO safety issues and participate in investigation of LOTO or electrical accidents or near miss events.
  • Support outages and other high-risk activities involving electrical hazards by providing Electrical Safety expertise in the field in consultation with the Laboratory Electrical Safety Officer.
  • Act as an expert resource to employees, managers, and the Facility Division Safety Coordinator for electrical safety-related concerns. Reinforce good work practices to reduce at-risk behaviors. Perform workplace inspections to look for electrical hazards in office areas, as well as inspection of maintenance and construction areas. Advise management on electrical safety PPE. 
  • Develop and maintain a collaborative working relationship with Division staff, EH&S staff, Safety Coordinators in the line Divisions, EH&S Division Liaisons assigned to line Divisions, workers, and line management throughout the Laboratory.



What is Required:

  • B.S. in Electrical Engineering or a related field of study and 7 to 10 years of electrical work experience; or an equivalent combination of education and experience. 
  • A solid background in electrical construction and electrical plant maintenance, including a high level of working proficiency in Lockout/Tagout and NFPA 70E safe work practices.
  • Experience with high voltage (12kV) system operation and maintenance.
  • NFPA 70E certification as Certified Electrical Safety Compliance Professional (CESCP) or the ability to achieve certification within one year of employment.
  • Strong interpersonal and communications skills to effectively interact with Division management/staff, project managers, superintendents, and subcontractors and participate on interdisciplinary EH&S teams. 
  • Ability to effectively provide technical leadership and consultation to both technical and lay audiences, work effectively with people across all job classifications, and deal with sensitive issues and difficult people and situations. 
  • Demonstrated ability to develop, implement, maintain and monitor safety programs and initiatives, including developing and executing training, writing procedures, conducting audits and performing safety inspections.
  • Proficiency with standard business software, including word processing, presentation software, and spreadsheets.
  • Must be able to perform the physical requirements of this position including: field activity involving minor lifting (up to 25 lbs), extensive standing and walking, moving in confined spaces, climbing stairs, inspecting equipment requiring reaching with hands and arms and use of hands to handle or feel, and frequently stoop, kneel, crouch or crawl; wearing a wide-variety of personal protective equipment consistent with a hands-on safety professional; and working in all weather conditions, at various heights and on construction sites with poor footing and other construction hazards.




  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • Periodic weekend and after hours work may be necessary during emergencies and power outages for maintenance of high voltage switchgear.

  • Work will be primarily performed at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA.
