Lawrence Berkeley National Lab (LBNL) has an opening for a Program Operations Analyst (POA) to join the Earth & Environmental Sciences Area (EESA), whose scientists are tackling the most critical environmental and energy challenges of the 21st Century.

 

In this exciting role, the EESA Program Operations Analyst will serve as an integral member of the EESA Operations team and will provide operations support to a dynamic portfolio of research programs and team-science projects within the Climate & Ecosystems Sciences Division (CESD) and the Energy Geosciences Division (EGD). Reporting to the CESD Program Manager, the incumbent will work closely with the EESA Operations team, research scientist principal investigators (PIs), stakeholders, and other key personnel to facilitate and support program/project management and operations; stakeholder communications; meetings and events; financial monitoring, reporting, and analysis; progress tracking and reporting; and proposal and grant submissions.

 

What You Will Do:

  • General operations support and communications: Work closely with PIs and other stakeholders to understand business needs; manage competing priorities and action items to ensure completion of deliverables; triage a broad range of issues and recommend course of action, or identify and route to appropriate sources; work collaboratively with other key personnel to ensure optimal operations efficiency and effectiveness -- while adhering to sponsor and institutional requirements, policies and procedures. Communications are often sensitive, confidential, and time critical – and communicating with professionalism, respect, and diplomacy across all levels is required.
  • Proposal development: Support the preparation of complex grant submissions, renewal applications and other pre-award related activities, in compliance with sponsor and institutional requirements.
  • Budget analysis and tracking: Assist PIs in developing proposal and baseline budgets; monitor project costs, funding, and balances; track resource allocations and staffing plans. Develop and analyze financial reports for trends, projections, and potential cost overruns/underruns. Provide recommendations/solutions and/or escalate, as necessary.
  • Progress Tracking and Reporting: Coordinate the development and submission of technical and scientific abstracts, progress and milestones reports, and reviews, while adhering to sponsor and institutional guidelines and deadlines. Develop, organize, synthesize content for professional and technical presentations, reports, publications lists. Ensure that data is accurate and submitted on time.
  • Procurements and Subcontracts: Coordinate general procurement of equipment, materials, and supplies. Coordinate subcontract documentation and process subcontract requisitions, in partnership with Procurement Department, EESA researchers, and EESA financial staff. Assist EESA researchers with managing subcontract finances and deliverables, PO modifications and closeout process.
  • Meeting management: Organize and support program and project meetings, PI meetings, reviews, workshops, seminars, and other relevant meetings. Assist with the organization and coordination of program conferences and workshops.
  • Events/Workshops: Oversee the full range of event support services for project workshops and conferences, which may include occasional travel (less than 10%). Develop and track schedules and oversee a variety of event deliverables; such as scientific presentations; posters and other logistical information.
  • Perform work in line with the Lab’s programs and commitments around Stewardship; Inclusion, Diversity, Equity, and Accountability (IDEA; and Safety culture.

 

Additional Responsibilities as needed:

  • As a member of the EESA Operations Team, contribute towards identifying research operations administrative gaps, future growth needs, process improvements with innovative solutions.
  • Maintain project websites with simple content updates. Coordinate with EESA Communications team, Lab Creative Services team, or external vendors on more extensive web development projects.
  • Coordinate outreach via email, marketing tools (e.g., Mailchimp), and social media as requested.
  • Perform special assignments and projects as needed.

 

What is Required:

  • Bachelor’s degree and 1-3 years of relevant experience and demonstrated ability to successfully assist in managing the coordination and planning of moderate scope projects.
  • Strong skills and professional concepts of the operational functions including project planning, project management, budgeting, scheduling, and information tracking.
  • Excellent organizational skills.
  • Demonstrated ability to work independently on small scale issues, establish priorities independently, develop own work methods and procedures, use initiative and judgment, and make decisions within scope of work.
  • Ability to work productively under pressure and tight deadlines. Demonstrated experience managing deadlines and resources.
  • Excellent interpersonal, verbal and written communication skills.
  • Demonstrated ability to work well with diverse teams.
  • Editing skills sufficient to edit a variety of documents for grammar, syntax, style, and clarity. Proofread and correct your own work and submit high-quality final documents.
  • Strong technical skills including Google products, Microsoft Office suite

 

Desired Qualifications:

  • Experience with events planning. 
  • Familiarity with LBNL policies, procedures, and practices in relationship to program operations analysis.
  • Ability to utilize institutional systems (e.g. FMS, Cognos, eSRA) and collaboration tools (e.g., Google docs, Teamwork) to coordinate and manage proposal submission, budget development and tracking, spend plan development, and provide PIs with periodic budget reports.
  • Moderate experience organizing and synthesizing technical scientific reports.
  • Experience handling sensitive and confidential information with discretion.

Notes:

  • This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
  • This position is expected to pay $6,700 - $7,685/month, which fits within the full salary range of $5,590 - $9,434/month for the Program Operations Analyst 1. Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.

  • This position is eligible for a hybrid work schedule, approximately 3 days per week on-site, a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
