Berkeley Lab has an exciting opportunity for an EH&S Assurance Systems Program Manager in the Environment, Health and Safety (EH&S) Division. This position serves as a key member of the EH&S Division’s senior management team and works closely with the EH&S Division Director, Deputy Director, Senior Division Managers/Supervisors, and the Office of Contract Assurance in developing, deploying, performing and reporting on high-value EH&S assurance programs and processes for the Laboratory. This position reports directly to the EH&S Division Director.

What You Will Do:

  • Define and document EH&S assurance processes. Monitor and assesses assurance practices to ensure efficient and effective systems and technical programs are being provided to internal customers. Work closely with the EH&S Leadership Team, Divisional EH&S representatives, and Division line management to set priorities to ensure continuously improving safety performance and Integrated Safety Management implementation.

  • Design, develop and present management briefings and reports on EH&S management systems and assurance processes and status to EH&S Division management as well as senior Laboratory management and Department of Energy (DOE).  

  • Collaboratively design and develop EH&S performance metrics and pertinent scorecard indicators in support of senior line management. Create briefing documentation and work with line management to ensure relevant indicators are tracked to manage and reduce risk.

  • Manage the implementation and provide oversight of the DOE Occurrence Reporting and Processing System. 

    • Assist all Divisions with development and completion of timely and accurate Occurrence Reporting and Processing System reports. 

    • Act as primary EH&S interface between Berkeley Lab Management and DOE Berkeley Site Office related to reporting, tracking and closing out Occurrence Reporting and Processing System reports.

  • Build and maintain an effective working relationship with DOE Berkeley Site Office on matters pertaining to EH&S. 

  • Contribute to the future direction of the EH&S Division and Laboratory programs and projects. 

    • As an active contributing member of the EH&S Division senior management team, work collaboratively and cohesively with other Senior Staff members and other key Division staff to participate in and/or lead a variety of Division-wide initiatives. 

    • Assist Division Director with shaping and guiding the direction, vision and mission of the EH&S Division and the Laboratory. 

What is Required:

  • Bachelor's degree in a related field or technical discipline and a minimum of 10 years of significant and relevant experience in policy and procedure development, technical program management, and operational assurance processes; or an equivalent combination of education and experience.

  • Demonstrated leadership ability in strategic planning, administrative planning, and implementation skills at a management level, including experience as a contributing strategic member of a senior management team.

  • Experience in developing harmonious and productive working relationships, effective consensus building, performance management, and negotiation skills.

  • Demonstrated supervisory skills, with significant motivational, team building, mentoring and employee development skills. 

  • Demonstrated problems-solving skills, sound judgment and ability to make independent decisions consistent with organizational goals, policies and procedures.

  • Effective oral, written and presentation communications skills. 

  • Previous experience dealing with Affirmative Action/EEO issues and the ability to deal with sensitive employee relations issues.

  • Advanced computer experience, including Internet browsers, email, Excel, Word, collaboration tools, advanced information management systems.
