Berkeley Lab’s Scientific Networking Division has an opening for a ESNet Project Manager

Berkeley Lab’s Energy Sciences Network (ESnet), the fastest science network in the world, is seeking an experienced Project Manager who combines extensive project management and organizational skills with superior analytical, process development, communications, and project leadership experience.

As Project Manager for ESnet you will work within a team of project managers to support the innovative next-generation network design and build (ESnet6) as well as provide project management guidance and support across the organization.  You will collaborate across the organization to develop processes and provide guidance on project management activities, including resource availability, budget allocation, communication, project artifacts, project documentation and project prioritization and will interact with external government agencies and stakeholders.

This position is open at the Project Manager 1 level, but may be hired at a higher level depending on skills, knowledge, and abilities of the selected candidate, and business needs.

What You Will Do:

ESnet6 Project Support:

  • Consult with ESnet6 project technical leads to define project requirements, budgets and timelines. From this consultation, develop and manage all project artifacts (schedules and performance milestones, cost estimating and contingency models, etc.) required for the execution and governance of the ESnet6 project.

  • Work closely with the project director, project managers and project leads to develop, review, endorse and execute the ESnet6 project budget requests, schedule and budget baselines, and any baseline change control processes.

  • Plan, coordinate, and facilitate appropriate project meetings and participate in internal and DOE reviews. Manage the preparation of all project meetings and review artifacts and documentation.

  • Prepare reports/documentation to reflect project status, cost, schedule trends, resource management, funding, project uncertainties and risks. Report out to staff, collaborators and external funding agencies.

  • As needed, create and deliver presentations on project goals, status, and plans, including progress reports for a diverse audience that may include ESnet, LBNL PMO, ES&H, ASCR program and Computing Sciences Area leadership.

What is Required:

  • Bachelor’s degree in a related field with a proven track record of networking and/or information technology project management including 2 to 5 or more years of experience managing moderate to large, complex technology infrastructure projects from inception to completion (e.g. large network or computing data center).

  • Experience with and use of industry recognized project management software.

  • Demonstrated experience interacting effectively with personnel at all levels of the organization and presenting complex technical project deliverables to management and external agencies.

  • Experience establishing and assuring adherence to budgets, schedules, work plans and performance requirements.

  • Experience with organization-wide strategic planning and experience implementing outcomes.

  • Broad knowledge and skills in all aspects of project management, including scope development, project planning, risk management and reporting.

  • Ability to independently formulate, organize, document, and present ideas in an effective manner.

  • Demonstrated ability to make independent decisions consistent with organizational goals, policies and procedures.  Sound judgment and ability to take decisive action without all desired information.

  • Proven ability to develop, nurture and influence relationships across diverse organizations.  

  • Excellent writing, verbal, presentation, customer service, and interpersonal communication skills.

  • Ability to quickly learn, understand and apply (as appropriate) DOE Order 413.3B-Program and Project Management for the Acquisition of Capital Assets

Additional Desired Qualifications:

  • Master’s Degree in Systems Engineering, Engineering Management, or Network related field, or equivalent demonstrate experience.

  • Familiarity with DOE Office of Science research programs, and/or Research and Education networking communities in the US or abroad.

  • PMP Certification

Notes:

  • Term Appointment - This is a full-time, 2 year term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.

  • Classification will depend upon the applicant's level of skills, knowledge, and abilities. This position will be filled at the Project Manager 1 or Project Manager 2 level, dependent on experience and business needs

  • Full-time, M-F, exempt (monthly paid) from overtime pay.
