Berkeley Lab has an opening for an Export Compliance Analyst in the Export Compliance Office. Reporting to the Laboratory’s Export Compliance Officer, this position will provide independent operational and technical support for all aspects of the Export Compliance Program (“ECP”), with an emphasis on export classification, contract and grant reviews, and employee training and guidance to mitigate export control risks encountered at Berkeley Lab. What You Will Do:

  • Implement Berkeley Lab’s Export Compliance Program by providing support for all export control activities, including export classification, transaction screening, export licensing, deemed exports, third-party management, IT systems and technology transfer, record retention, international travel, collaborations, purchasing activities and visiting students and scholars.

  • Classify a wide variety of products, technology, software and services to determine the export jurisdiction and classification.

  • Assist in developing and implementing applicable policies, procedures, tools and resources to enhance the ECP.

  • Conduct export control reviews of contracts, research proposals, and other agreements (e.g., Material Transfer, Non-disclosure, service and purchase agreements).

  • Assist with internal and external audits and assessments  and implement any necessary remediation actions.

  • Effectively draft and submit export licenses, commodity jurisdictions, commodity classifications, advisory opinions and general correspondence to government agencies.

  • Work collaboratively with Berkeley Lab Divisions, Laboratory Export Control Liaisons, and other stakeholders, such as University of California and U.S. Department of Energy, to address export control matters.

  • Prepare and deliver ongoing training and guidance to Laboratory staff and management with a wide spectrum of functions.


What is Required:

  • Bachelor’s degree in International Trade, Criminal Justice, Business Administration, Engineering or a related technical field and a minimum of 5 years’ experience in export compliance; or Juris Doctorate degree and a minimum of 3 years’ experience in export compliance; or an equivalent combination of education and experience. 

  • Experience with U.S. trade regulations, including Export Administration Regulations, International Traffic in Arms Regulations, Nuclear Commission Regulations, Department of Energy Regulations and/or U.S. Sanctions Regulations.

  • Excellent analytical skills to handle moderately complex issues requiring in-depth evaluation of variables and technical factors.

  • Strong communication and interpersonal skills, including demonstrated ability to foster relationships with internal and external stakeholders and work effectively in a cooperative, team-oriented environment. 

  • Ability to work independently with minimal oversight. 

  • Knowledge of electronic systems, software and transaction screening tools used for export compliance (e.g., Visual Compliance, SNAP-R, D-Trade).

  • Prior experience in a federally funded Laboratory or University environment preferred.

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.

  • Classification will depend upon the applicant's level of skills, knowledge, and abilities.

  • This position requires access to export controlled and security sensitive information. Therefore, the selected incumbent for this position is required to be a U.S. Citizen,  U.S. Permanent Resident, or a “Protected Person” under 8 U.S.C. 1324b(a)(3). .

  • Work will be primarily performed at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA.
