Lawrence Berkeley National Lab’s (LBNL) Facilities Division has an opening for a Facilities Area Manager 3 to join the team.

In this exciting role, you will have primary responsibility and ownership of a specific facilities area management program including all aspects of the program including but not limited to strategic planning, monitoring program development, and monitoring of budget/financial areas. Primary area of assignment will include operational laboratory support facilities and limited laboratories.

You will participate in programmatic objective/goal setting, plan development and performance assessment and reviews of all facility systems. Responsible for the safe and effective operation of buildings in a mission-ready state by partnering with Operational Support Staff (i.e. Engineering, EHS, Front Line Staff, etc.) and end users. Approves and releases building work activities. Acts as the point of contact (POC) for building issues, end-user relations and coordination, services, and building ownership. Responsible for Service Level Agreement(SLA) performance and expectations. Promotes and implements building management policy, procedures, and methods related to building service and performance measures. Interfaces with facility operations, facilities engineering, building code area, project managers, frontline staff, subcontractors, and construction management regarding performing work in assigned buildings and associated areas in a professional manner. Partner with Engineering, Utilities and Maintenance, etc. to resolve system issues and to evaluate effectiveness of Predictive, Preventive and Corrective Maintenance programs by identifying impact failures. Support annual work planning and system/structure/component life cycle strategy. Communicates effectively with facilities organization, staff, management, internal and external end-users on all ongoing and planned activities so all entities are aware. Identifies potential improvements and efficiencies and implements changes. 

You may provide limited supervision of exempt and non-exempt personnel, sub-contractors or project teams, particularly in the use of established tools and processes in the delivery of exceptional collaboratively-embedded end-user service.You will report to the Facilities Zone Manager.

 

What You Will Do:

  • Uses general knowledge of Facilities Management program principles, resources, and tools. Uses skills as an experienced Facilities Management professional with understanding of Laboratory’s practices, protocols, procedures and policies. Ability to understand and apply facilities management principles to programs of moderate scope and complexity. Able to manage conflicting priorities and assist in development of action plans leading to successful completion of tasks. Knowledge of accounting and budgeting principles and computer-based applications/tools needed for program management.
  • Self-starter working with limited direction supporting the team over their respective facility area to achieve collaborative partnerships with research and operational divisions to address facilities, infrastructure and service issues including root and systemic     problem resolution, and to achieve transparent and measurable mission-alignment/readiness.
  • Assure that day-to-day work, operations, and activities are conducted safely and within established work authorizations in accordance with DOE, federal, state and related regulations, policies and procedures.
  • Lead and collaborate to analyze and assess current and upcoming mission-alignment of facilities and infrastructure, and to assess risks, alternatives, mitigations and mission-aligned/ready improvements, preventative and corrective maintenance programs.
  • Lead and collaborate with partnership teams including building management staff, line management and senior management of research/operational divisions, Facilities, IT, Protective Services and EH&S, and including as needed, consultants, vendors, university staff and other external personnel, to provide creative and effective resolution to a diverse range of complex technical problems.
  • Exercises independent judgment in selecting methods to implement facilities program management policies and processes in a manner that regularly results in a high-degree of both alignment improvement and participant satisfaction.
  • Assess implementation of service and quality delivery models within the assigned area(s) to identify safety assessment, asset review, process improvement, and cost effectiveness opportunities.
  • Ensure that safety rules, procedures, practices and requirements are maintained throughout the facility and that building specific procedures are current (LOTO, access, hazard assessment, signage).
  • Works with the facility engineer or assigned project manager to ensure an as-built drawing for a facility are current and redlines have been incorporated. Ensures that all components identified in the drawings are installed and in working order and appropriate PMs have been written and are in the system for issue.
  • Develop and maintain Service Level Agreements for individual areas, buildings and assets in order to collaboratively create and document operational service level agreements between research divisions and Facilities.
  • Participate in assessment of effectiveness, and lead teams in use of diverse data to address identified opportunities for improvement.
  • Advise on the annual Facilities Condition Assessment, Requirement Identification, Deferred Maintenance, Preventative/Corrective Maintenance programs.
  • Communicate updates to Manager and division senior management team on interaction activities and end-user issues/concerns/feedback.

 

Additional Responsibilities as needed:

  • Participate in interdepartmental and interdivisional discussions and negotiations.
  • Communicate Memorandums of Understanding (MOUs) and Responsibilities, Accountabilities, Consultations, and Information (RACI) to foster collaboration and understanding of operational guidelines and standards.
  • Develop, prepare and deliver information about facilities program to a wide range of diverse audiences including management, staff and internal/external end-users.

 

What is Required:

  • Bachelor’s degree in Facilities Management, Engineering, Facilities Engineering or related technical discipline with a minimum of 5 years of experience  or equivalent experience 
  • Demonstrated experience in managing facilities with multi-level end-user interaction and communication responsibilities with increasing responsibility in program administration.
  • Demonstrated experience in planning, prioritizing, organizing and applying time management skills to manage multiple projects at once.
  • Proven experience including significant attention to the identification, assessment, communication and resolution of complex technical and systemic issues.
  • Experience applying analytical and problem-solving skills to complex problems.
  • Ability to obtain the credential as a Facility Management Professional (FMP) through the International Facility Management Association (IFMA) within one year of assignment.
  • Proven ability to effectively communicate (verbally and written) with individuals and groups at all levels of an organization. Demonstrated ability to effectively and clearly convey high-value complex information and to create high-level reports, presentations and analyses for a range of internal and external senior managers and leadership.
  • Demonstrated leadership and project management experience in collaborating with a broad range of external partners and internal colleagues with a diverse range of perspectives, interests and expertise.
  • Proven ability to work independently with limited guidance and to effectively raise concerns in a timely manner when support is needed to achieve outcome objectives.
  • Ability to lead collaboratively, influence with or without authority, facilitate groups with diverse perspectives, and bring teams to consensus/alignment.
  • Demonstrated commitment to quality and accuracy in analysis, and to effective and efficient negotiations, conflict resolutions and outcome assessments.
  • Demonstrated ability to be highly organized and successfully manage multiple activities, goals and objectives.
  • Demonstrated success in implementation of strategies, work plans and directives in a cost-effective, collaborative and efficient manner.
  • Broad knowledge of best business practices and industry and regulatory standards (federal, state, and local).
  • Must be able to bring creativity, use sound judgment, decision making and business insight to foster a facility management organization that is more effective, efficient, and end-user service oriented to support a one- mission laboratory.
  • Must be knowledgeable of disaster planning, emergency preparedness and general facility safety including federal, state and application laws, regulations, procedures and guidelines.
  • Demonstrated ability to use computers effectively for record-keeping, report writing and communication and use computer applications such as MS Office, Databases, or Facilities Management Systems at a level of competence to do analysis, produce presentations and reports suitable for Facilities and Laboratory management.
  • Ability to be on-call and to work extended periods as needed for operations

 

Desired Qualifications:

  • Facility Management Professional (FMP) or equivalent related certification.
  • Demonstrate an understanding of DOE Orders, National Laboratory work controls, safety and environmental, and project management processes.

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
