Berkeley Lab has an immediate need for a Facilities Division Director. This role serves as a key member of the Laboratory Operations Leadership Team and manages all facilities infrastructure and services, including the development of a long-term strategy and its implementation. The Facilities Division Director oversees and assumes operational responsibility for leading Berkeley Lab’s Facilities Division activities, including planning, design, operation, maintenance, renovation and repair, while emphasizing quality, safety, efficiency, and customer service. This position reports to the Chief Operating Officer/Deputy Lab Director (COO/DLD) for Berkeley Lab.


The Facilities Division Director will:


  • As a key member of the Laboratory Operations Leadership Team, the Facilities Division Director will be called upon to make substantial leadership recommendations, contributions, and toward achieving the Laboratory's performance goals, forge partnerships inside and outside of the Lab and to pursue best management practices, in support of Berkeley Lab’s scientific mission.

  • Lead  the Facilities division of 500 direct and indirect staff with an annual budget of over $150 million including capital and upgrades to  ensure short and long-term requirements for facilities infrastructure are aligned with Laboratory strategic goals and objectives, ensuring that the Facilities Division actively supports and is integrated with the Laboratory's scientific/technical research programs and scientific mission. strategic, risk-managed plan for scheduled, unscheduled and delivered maintenance.

  • Lead collaboration and partnership efforts with the scientific community, Project and Construction Office, Environmental Health and Safety, and members of the Facilities leadership team to develop and execute a strategic, risk-managed implementation and safety plan for infrastructure projects, building, upgrades and scheduled, unscheduled and delivered maintenance.

  • Lead efforts to update, prioritize,  implement, and oversee practices and policies to develop, revise, and publish the Facilities Strategic Plan, Site Emergency Management Plan, Business Continuity Plan, and the Emergency Management Plan., while providing superior quality of work and customer service.

  • Manage efficient, safe, and secure programs for Labwide service areas including shuttle buses, transportation, guest house, cafeteria/food service, leases, stores, warehouse storage, receiving, and property management.

  • Direct the Laboratory, Safeguards and Security Services including: safeguards and security, protective services, property protection, law enforcement liaison, workplace violence response, sensitive investigations, security plans, physical security, emergency response services and preparedness, and fire protection.

  • Work closely with ES&H and other key stakeholders to ensure compliance, code enforcement  associated with all Berkeley Lab buildings, roads and grounds.

  • Proactively build partnerships with and serve as a key liaison to Department of Energy and University of California officials to help influence implementation of DOE policies as they impact the Facilities Division.  Seek effective business relationships with Department of Energy (DOE) stakeholders, the local community, other National Laboratories, UC campuses, and the UC Office of the President (UCOP) to provide innovative leadership for quality and excellence in customer service.

  • Understand and manage to the governing Federal, Regulatory, State and LBL/UC contractual requirements.


The Facilities Division Director is a proven leader that is results driven, makes critical decisions using using data and sound judgement, is fiscally responsible and serves in the best interest of the Lab community, University of California and Department of Energy - Office of Science. The Facilities Division Director promotes values of diversity, equity and inclusion, as well as safety and security.


Required Qualifications:


  • Bachelor's degree in engineering, architecture, facilities management, or related discipline and/or equivalent experience and education.

  • A minimum of 10 years of progressive experience in facilities management, operation and maintenance, or equivalent.

  • Demonstrated experience managing operations of a large multi-buildings facility, physical plant, or campus-like environment. Prior experience with emergency planning and security policy, procedures and technologies. Experience with improvement in efficiency and cost-effectiveness.

  • Leadership and management experience. Demonstrated experience leading and managing a complex organization, providing effective oversight and guidance of operational, people management and administrative matters. Experience hiring, developing, mentoring and coaching staff for high performance.

  • Experience leading multiple diverse teams such as, engineering, space planning, transportation, facilities quality assurance, maintenance, trades and services (e.g., HVAC, plumbing, electrical, custodial, etc.).

  • Demonstrated record of effectively integrating Environment, Health & Safety considerations in all work execution and organizational management.

  • Excellent oral and written communication skills necessary to effectively influence, negotiate, advise, explain and present to internal and external stakeholders at various.

  • Excellent interpersonal skills necessary to effectively build/maintain working partnerships with internal and external stakeholders.

  • Ability to interact at the highest level of management, both internally and externally, in a constructive and collaborative manner and in way that appropriately represents the Laboratory.


Additional desired qualifications:


  • Advanced degree in related field.

  • Experience managing within a Federal contractor or government owned/contractor operated (GOCO) organization.

  • Experience working within DOE programs related to safeguards, security and emergency response.

  • Experience managing in a union environment.
