Lawrence Berkeley National Lab’s (LBNL) Facilities Division is offering an exciting opportunity to work with world leaders in science, and be a part of a team that will advance science and influence the world. The Facilities Manager Electrical will be responsible for the safe and effective maintenance, repair, or replacement of plant equipment, and operations of LBNL. The Lab includes buildings, scientific user centers and utility infrastructures. The Laboratory is located on over 200 acres, has over 4,000 personnel (and more than 10,000 visitors/yr.) in more than 100 science and administrative buildings and special facilities.

You will manage supervisors, craft workers, and subcontractors involved with the Fire Alarm Electricians, Electricians (low and medium voltage), and Lighting Technicians. You will also have daily interaction with staff, suppliers, contractors, and Lab management. The position is key to ensuring the successful execution of maintenance and utilities work using the maintenance work planning and control process to ensure work is performed safely. You will also have responsibility for interfacing and coordinating with electrical engineers and technicians affiliated with the University of California, Berkeley and Pacific Gas & Electric. You will ensure operations and maintenance work is performed in such a way as to minimize downtime in a safe, cost effective manner. You will oversee the Hazardous Energy Controls and LOTO implementation for PIMD to ensure that LOTO’s are safely implemented and have been reviewed from an Operator owner’s perspective to assure the LOTO safe boundaries are aligned with the isolation points.

Berkeley Lab is located above UC Berkeley, on 202 acres that house over two million square feet of state-of-the-art scientific centers and support facilities. The Lab’s mission encompasses many scientific fields, and its buildings include supercomputing facilities, genetic sequencing labs, laser labs, microscope facilities, and office complexes. Thirteen Nobel Prizes have been associated with Berkeley Lab.

 

Responsibilities:

  • Responsible for the management and supervision of staff and assignments in a technical area of responsibility within the Facilities Division.
  • Responsible for assessing staffing needs, overseeing hiring, training, and professional development within the immediate organization(s).
  • Responsible for the development of budgets and spending plans within the immediate organization(s).
  • Receive assignments in the form of objectives and determines how to use resources to meet schedules and goals.
  • Collect, analyze and communicate technical information to facilities management.
  • Develop procedures and work processes to improve operations and worker safety. Recommend changes to policy and establishes procedures that affect immediate organization(s).
  • Ensure Laboratory safety practices, processes and procedures are appropriate for technical and safety related work practices associated with the type of work performed by the immediate organization(s).
  • Ensure the implementation of the Division Integrated Safety Management (ISM) Plan including the five core functions: 1) define the scope of work, 2) assess task-related and area-based hazards, 3) implement controls, 4) conduct work within controls, and 5) provide feedback and improvement.
  • Ensure staff acquires and maintain required qualifications to meet work demands and safety requirements.
  • Provide leadership for Laboratory and Division process improvements and other initiatives; serve as a change agent ensuring both upward and downward communications to facilitate success.
  • Communicate and reinforce clear performance expectations for assigned personnel; provide routine feedback as well as coaching for assigned workers, conduct performance appraisals, and administer discipline.
  • Develop and implement policies and procedures to clearly describe and improve work processes.

 

Minimum Qualifications:

  • Bachelor’s degree and a minimum of 5 years of facility management experience or Facility Management certification from an accredited organization and 10 years of facilities management experience in a complex industrial plant, campus or laboratory setting with multiple buildings.
  • General supervisory or management experience in facilities management, project management, construction or a related field.
  • Demonstrated experience organizing, assigning, monitoring, and directing the work of staff and managing day-to-day projects.
  • Experience employing project management principles and systems including scoping, estimating, planning, budgeting, controlling, implementing, and change management.
  • Demonstrated experience utilizing a Computerized Maintenance Management System is required. MAXIMO experience is preferred.
  • Ability to plan, organize and estimate multi-craft industrial and/or commercial building infrastructure repairs and maintenance.
  • Maintain comprehensive knowledge of bargaining unit contract(s) applicable to assigned personnel and manage work within the bounds of the contract; communicate information to assigned workers on working conditions, professional development, career opportunities, and compensation.
  • Working Knowledge of OSHA requirements, technical safety.
  • Broad knowledge of California Building & Electrical Codes, NFPA requirements, and industry standards/practices in the Facilities Maintenance arena. Extensive experience and knowledge of building maintenance and repairs, commercial or residential electrical work, high voltage (≥480v) electrical experience, fire life safety system installation, troubleshooting and testing, general maintenance and labor, etc.
  • Ability to use computers effectively for record keeping and communication; ability to quickly write presentable reports and memoranda on computer.
  • Excellent verbal and written communication skills and the ability to communicate clearly over telephone and two-way radio.
