Lawrence Berkeley National Lab’s (LBNL) Facilities Division has an opening for a Fleet Manager to join the team.

 

In this exciting role, you will be responsible for Fleet Operations at the Lawrence Berkeley National Laboratory, LBNL. This position will monitor performance, set budgets, schedule work, ensure customer satisfaction, and provide training to personnel. The Fleet Manager will create and maintain strong partnerships with internal stakeholders including Traffic and Pedestrian Safety representatives to analyze vehicle accidents and data. Ensure that safety practices are maintained and that all personnel using any fleet vehicle are properly trained as required. Responsible for conducting and documenting safety meetings with staff members. This position will manage all facets of fleet operations including the fuel island, ensure all fleet data is updated and inputted into a Computerized Maintenance Management System (Maximo), and enforce compliance with administrative policies, procedures, and safety rules and regulations.  This position will also manage the IT system for the Fleet GPS systems. The Fleet Manager will be responsible for the Laboratory’s compliance with DOE Orders and policies. This position is responsible for the management and attainment of sustainability actions and goals set forth by DOE and LBNL Management.

 

What You Will Do:

  • Ensure fleet strategy and needs are understood by staff and vehicle inventory and utilization are aligned to support programmatic and operational needs. 
  • Ensure vehicle conditions are monitored and that appropriate maintenance is performed to ensure safety. 
  • Maintain relationships with DOE fleet oversight personnel and provide fleet-related reporting as required.
  • Enforce compliance with administrative policies, procedures, safety rules, and government regulations with special emphasis on the Department of Transportation, DOT, regulations. 
  • Administers the Lab’s Fleet Safety program by ensuring vehicle utilization, use, and conditions are maintained to support sustainability efforts.
  • Serve as the primary contact for Lab employees seeking maintenance or repair on fleet motor vehicles as well as work with fleet motor vehicle users to schedule preventive maintenance. 
  • Maintain accurate and current preventative maintenance list and repair records in both the LBNL fleet maintenance database as well as the General Services Administrative (GSA) database. 
  • Responsible for thoroughly investigating all motor/fleet vehicle accidents and incidents and documenting outcomes and corrective actions as warranted.  
  • Effectively coordinate smog checks and manufacturer recalls on government-owned and General Services Administrative (GSA) leased vehicles.  
  • Administer the on-site fuel card database, ensuring timely and accurate records of vehicles and associated fuel cards. 
  • Ensure safety practices are maintained and that all personnel using any fleet vehicle are properly trained as required. Responsible for conducting and documenting safety meetings with staff members. 
  • Manage the IT systems in the related areas which include Fleet GPS systems. 
  • Ensure compliance with Environment Health and Safety, EHS, and Security requirements and policies. Report any hazards or potential hazards to appropriate personnel in a timely manner. Anticipate and reconcile issues that may arise. 
  • Effectively communicate with a variety of external stakeholders including commercial manufacturing companies, suppliers, as well as internal stakeholders such as Lab staff in a clear and concise manner. 
  • Develop and maintain metrics for responsible areas that can be shared with senior leaders. 
  • Approve requisitions for equipment, materials, and supplies while ensuring budget and costs meet division goals while working to find inefficiencies and ways to improve service and reduce cost. 
  • Provide continual analysis of emerging work demands and propose improvements and solutions. 
  • Manage fleet pool vehicle reservations. 
  • Process invoicing for GSA leases, fuel, and carwashes. 

 

What is Required:

  • Requires a Bachelor’s Degree and a minimum of 4 years of relevant work experience in Fleet Management OR a Master’s Degree and a minimum of 2 years of relevant work experience in Fleet Management. 
  • Proven experience coordinating work activities for both internal and external stakeholders. 
  • Strong experience with software tools including Google Suite, Microsoft Excel, and databases. 
  • Experience working in computerized maintenance management software systems. 
  • Experience ensuring safety training/compliance and documenting employee records. 
  • Experience in managing multiple priorities with various deadlines and key deliverables.
  • Familiarity with University of California general administrative support services, policies, and procedures. 
  • Strong knowledge of Federal/State regulations and Laboratory policies related to Fleet Management, Procurement, and Work Planning and Control. 
  • Ability to function effectively and independently to ensure consistent service levels to staff, customers, stakeholders, and leadership teams are met. 
  • Proven ability to prioritize multiple competing priorities while maintaining excellent customer service and on-time delivery. 
  • Demonstrated ability to work well in a diverse team environment and show discretion in handling sensitive situations. 
  • Ability to anticipate, identify and communicate potential problems and provide sound solutions and alternatives. 
  • Ability to review data/metrics and generate reports
  • Proven organizational skills that are sufficient to independently establish priorities. 
  • Proven leadership skills coupled with the ability to communicate effectively with internal and external customers. 
  • Exceptional decision-making skills. 
  • Strong presentation skills.
  • Ability to drive a government vehicle. 
  • Valid CA Driver’s license

 

Notes:

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.
