Berkeley Lab has a key leadership opportunity for the Head of the Research Compliance Office to partner with Senior Leadership and Laboratory researchers to ensure that LBNL’s research maintains the utmost level of integrity and is free from conflict of interest. Reporting to the Deputy Lab Director of Research, the Head of the Research Compliance Office will provide institutional oversight to the LBNL research integrity and conflict of interest programs, as defined by policy and law as well as by the standards of prudent public stewardship. In this position, you will collaborate with the LBNL community and senior leadership to ensure that these important areas are always at the leading edge of research community standards. As such, the ideal candidate will champion a collaborative approach in leading and guiding relevant policy formulation and compliance efforts,  while promoting ethical behavior and research integrity across the Laboratory to enable LBNL to achieve its mission. What You Will Do:

  • Provide overall leadership of the Research and Compliance Office, ensuring a collaborative approach in working with senior leadership and researchers.

  • Manage LBNL institutional programs under UC-DOE Prime Contract, UC policy, and state and federal regulations in the areas of research compliance, research integrity and conflict of interest.

    • Develop, implement, administer and certify research compliance policies, procedures, and practices. 

    • Ensure alignment with legal ethical standards of the organization. 

  • Provide research compliance advice, investigate complaints, ensure allegations are managed appropriately, and verify deficiencies are corrected. Coordinate sensitive workplace investigations conducted by internal staff and/or outside counsel.

  • Establish and manage institutional research compliance committees; manage institutional data and reporting; and audit functional research compliance program.

  • Serve as the Research Integrity Officer, Deputy Chief Ethics and Compliance Officer, and as a member of the LBNL Audit Committee, as well as the Laboratory’s primary point of contact with the DOE Berkeley Area Site Office Contracting Officers and the DOE Office of Inspector General in these areas. 

  • Maintain effective liaison with key stakeholders, including relevant internal LBNL, University of California, and Department of Energy offices, including UC National Laboratory Office, UC Office of General Counsel, UC Ethics Compliance and Audit Services, UC Research Policy and Analysis, DOE Bay Area Site Office, and DOE Office of Inspector General.

  • Provide independent advice and staff support to Laboratory leadership concerning various sensitive topics involving ethics and management control issues. Advise senior leadership and influence decision-making in a manner that fosters Institutional research integrity of the Laboratory and its leadership.

  • Develop employee communication and training programs that focus on the elements of University-wide research compliance program.

What is Required:

  • Bachelor’s degree and a minimum of 10 years of experience in a related field such as Research Administration/Policy, Business, Contract Management, Public Administration, Quality Assurance, or an equivalent combination of education and experience. 

  • Ability to accurately and appropriately advise senior managers and staff at all levels on procedures, policies, and regulations to research compliance, research integrity and conflict of interest in a collaborative manner.

  • Extensive experience with and ability to analyze, understand, interpret, and evaluate alternatives to detailed and complex government regulations, orders and directives as they relate to an organization’s research and stewardship objectives.

  • Proven track record for independently conducting confidential, effective institutional investigations and/or audits under strict and unfailing confidentiality. Ability to present thorough and accurate reports as well as findings in formal proceedings.

  • Demonstrated experience and ability to chair/lead committees, function effectively as a member of interactive teams, work collaboratively with key Laboratory and UC decision makers and represent the Laboratory in meetings with external stakeholders. Demonstrated ability to obtain the trust and confidence at all organizational levels and across organizations.

  • Extraordinary tact, diplomacy, discretion, professionalism and judgment in decision-making and communications at all levels. Ability to resolve conflict and maintain leadership in disparate or challenging environment.

  • Demonstrated experience in leading and managing a small team and foster a culture of professionalism, inclusion and collaboration in the department. Ability to effectively manage an annual department budget.

Additional Desired Qualifications:

  • Advanced degree in law, public administration, business administration or other related field.

  • Relevant professional certification(s) (e.g., internal audit, fraud examination).

  • Experience in DOE, other national laboratory, or academic institution.

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.

  • The Head of the Research Compliance Office is a career position that is appointed by and serves at the discretion of the Laboratory Director, and this appointment is at will and may be terminated at any time with or without cause.

The successful candidate for this position will be required to file financial interest statements upon assuming this position, annually while holding this position, and when leaving this position.

  • Work will be primarily performed at: Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA.
