Berkeley Lab’s (LBNL) Office of the Chief Financial Officer Division has an opening for a Principal Subcontracts Administrator. 


In this exciting role, you will be responsible for procuring and managing a wide variety of contracts from inception through completion to support the work of the Berkeley Lab. Your assignments will include issuing subcontracts that are governed by the Lab’s Prime Contract, the Lab’s Procurement Standard Practices; Supplemental Instructions; and generally accepted best business practices.

 

What You Will Do:

  • Responsible for requests to issue contracts for highly complex higher dollar requirements.

  • Works as a project lead to oversee end-to-end procurement planning and implementation.

  • Develops acquisition plan and collaborate with the technical and professional requestors to plan and define requirements.

  • Develop and obtain the scope of work from technical requestors.

  • Direct preparation and distribution of Requests for Information, Quote, or Proposal.

  • Coordinate and conduct pre-proposal meetings, site visits, and other conferences.

  • Receive proposals and coordinate the evaluation of proposals with the requester.

  • Performs price or cost analysis.

  • Assist in source selection of qualified sources.

  • Negotiate terms; recommend award; prepare necessary justification documentation.

  • Ensure all contractual provisions are approved and met.

  • Consult Laboratory Counsel for exceptions to standard terms and conditions.

  • Prepare documents to secure necessary internal and written approvals (from the Department of Energy (DOE), University General Counsel, etc.).

  • Meet the needs of the customer to deliver goods/services in a timely and cost-effective manner.

  • Execute transactions within delegated authority.

  • Prepare contracts for execution above delegated authority.

  • Electronically signs and files contracts.

  • Expedite delivery of all reports and deliverables, negotiates amendments, modifications, and change orders to contract.

  • Review invoices to assure invoicing and proposed payments are in accordance with terms of the agreement.

  • Resolve any conflicts such as work delays, changed conditions, excessive expenditures, or effort outside of the scope of work.

  • Participate actively in quality, process improvement, and re-engineering efforts.

  • Must maintain a high level of accuracy and attention to detail.

  • Maintain successful relationships with customers and suppliers.

  • Deliver procurement of goods/services in a timely and cost-effective manner.

  • Participate actively in quality, process improvement, and re-engineering efforts as required.

  • Emphasize continuous improvement and best practices.

  • Recommend resolution of disputes and subcontractor claims; take appropriate action on claims.

  • Upon completion, perform subcontract closeout action as necessary.

  • Adhere to DOE, UC, and Laboratory policy and provisions.


What Is Required:

  • Bachelor’s degree in accounting, business or economics or equivalent training and experience, and a minimum of 6 years related experience.

  • Ability to administer a wide variety of contract types and develop supporting contract documents.

  • Ability to multiple tasks, maintain a high level of accuracy, and attention to detail.

  • Ability to work under pressure and successfully meet deadlines.

  • Monitors progress on work accomplished.

  • Ability to professionally and effectively interact with all levels of personnel, both internal and external to the Laboratory.

  • Ability to work in a team environment in excess of a normal workweek to meet assignments/deliverables.

  • Organizational, decision-making, and problem-solving skills.

  • Excellent interpersonal, negotiating, oral, and written communication skills.

  • Proficiency with PeopleSoft or an electronic purchasing system.

  • Proficient in Microsoft Word, Excel, Adobe Acrobat, Google applications.

  • Experience with Service Contract Act and/or Davis Act requirements or equivalent state and/or local labor requirements.

  • Experience with various contact types including; fixed price, cost reimbursable, research and development, technical support services, lab equipment build to fabrication specifications, consulting, and lease analysis and lease-to-own (LTO) transactions. 


Additional Desired Qualifications:

  • A graduate-level degree is strongly preferred.  Relevant professional certifications preferred. 

  • Familiarity with applicable LBNL Procurement Standard Practices, Federal Acquisition Regulations (FAR), and DOE Acquisition Regulations (DEAR).

Notes: 

  • This is a full time, 1 year, term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.

  • Full-time, M-F, exempt (monthly paid) from overtime pay.

  • Salary is commensurate with experience.

  • Work will be primarily performed at Office of the Chief Financial Officer (OCFO) — Bldg. 971, 6401 Hollis St., Emeryville, CA.
