Berkeley Lab’s Office of the Chief Financial Officer (OCFO) is looking for a Procurement Services Team Manager to join their dynamic leadership team!

 

In this role, you will establish and implement strategies and processes that assure service subcontracts effectively and efficiently satisfy the Lab’s needs while ensuring that required services are obtained in accordance with the Lab's standard procurement practices and small business goals.  Reporting to the Senior Procurement Manager, your primary responsibility will be to ensure that subcontracts comply with: Berkeley Lab’s Prime Contract (Contract 31) between the U.S. Department of Energy (DOE) and Regents of the University of California (University), the Federal Acquisition Regulation (FAR), the U.S. Department of Energy Acquisition Regulation (DEAR), the University Laboratory Procurement Policy and Standard Practices (SP) Manual, and generally accepted business practices.

 

What You Will Do:

  • Lead a team of Procurement Analysts that are responsible for support services agreements.

  • Provide day‐to‐day supervision, monitor the effectiveness, oversight, and operation of the team to determine ongoing staffing needs.

  • Administer and know how to apply the Service Contract Act and applicable wage determinations to services provided to the Lab by third party subcontractors.

  • Resolve operational issues involving contractual performance, provisions, disputes, and claims and report potential or actual claims and disputes immediately to the Procurement Manager.

  • Participate actively in strategic, quality, process improvement and reengineering efforts.

  • Develop and maintain successful relationships with high level internal customers and division contacts, provide procurement advice and guidance and serve as the primary point of contact and liaison.

  • Review the work of Procurement Analysts to ensure that high value transactions are given particular care and planning, including: working with requesters to jointly develop the scope for goods or services needed; meeting the requesters scope, schedule and budget for the particular procurement ; issuing solicitations; holding advanced solicitation meetings; evaluating and awarding subcontracts; negotiating and coordinating legal review of proposed subcontracts; managing performance, and closing out subcontracts.

  • Partner with Procurement Managers to hire, develop, motivate and train staff to ensure their expectations are fully aligned with OCFO/Procurement vision

  • Conduct and participate in annual employee performance review, development evaluation and reports.


What is Required:

  • A Bachelor’s Degree in Business or related field and a minimum of 5 years of progressive related experience in a multi‐divisional procurement organization or the equivalent combination of education and experience.

  • Demonstrated ability to lead a team-oriented organization and attract, retain and develop a talented and diverse staff.

  • Experience in and knowledge of contracting including planning, solicitation, negotiation, award, and administration of high‐dollar value, unique, and complex subcontracts in a research and development environment.

  • Familiarity with applicable Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), the Service Contract Act and to a lesser extent the Davis‐Bacon Act.

  • Excellent analytical skills necessary for interpreting unusually complex procurement laws, regulations, and literature and applying them to work at the Lab.

  • Demonstrated ability in making decisions and independent judgments, interpret political and administrative direction, and interpret into operational policies and procedures.

  • Exceptional skills in facilitating problem solving and strategic development among varied groups of stakeholders with divergent views regarding common goals.

  • Exceptional negotiation, interpersonal, oral, and written communication skills.

  • Demonstrated ability to establish and maintain long‐term working relationships with a broad cross‐section of people.

  • Strong organizational, decision‐making, and problem‐solving skills.

  • Demonstrated proficiency with Windows‐based personal computer systems.


What We Desire:

  • Advanced graduate degree and/or professional certifications.

  • Experience managing a team of Procurement professionals.

  • Familiarity with applicable LBNL Procurement Standard Practices.

  • This is a full time, M-F, exempt from overtime pay (monthly paid), Career appointment.

  • Salary is commensurate with experience.
