Berkeley Lab’s Building Technology Urban Systems (BTUS) Division has an opening for a Program Manager to join the Building and Industrial Applications Department.  In this role, you will conduct and manage research in the field of energy management system business practices and apply program management discipline to meet the overall objectives of the 50001 Ready program and ensure the program’s continued growth and value to participants and DOE.  This position will work under the direction of an LBNL Principal Investigator, with a multidisciplinary team of approximately 10 LBNL staff, multiple Department of Energy (DOE) program managers, and multiple LBNL subcontractors.


On behalf of the DOE, LBNL administers the 50001 Ready program. 50001 Ready is a self-paced, no cost, voluntary program that recognizes facilities across all economic sectors for implementation of a continual improvement energy management business practices that results in improved energy performance. The 50001 Ready program is structured around the publicly available web based 50001 Ready Navigator software. In just over one year of operation over 1000 users have registered 50001 Ready Navigator accounts and created over 400 individual projects. LBNL administers 50001 Ready not only to facilitate the associated DOE recognition program but to research the economic value of such practices.


This position will be filled at a II or level III dependent on experience.  This position will be hired at a level commensurate with the business needs; and skills, knowledge, and abilities of the successful candidate.


What You Will Do:

  • Program operation and reporting.

  • Capture, track, and verify completion of programmatic requirements.

  • Plan, track, and document program deliverables, milestones, and accomplishments.

  • Interface with program participants coordinating activities.

  • Program development and expansion.

  • Develop new components with the goal of diversifying participating sectors, accelerating time to recognition, and increasing participation enrollment.

  • Program outreach materials.

  • Assist with development and maintaining organization of program communication and outreach materials including newsletters, blog posts, case studies, presentations, trade publication articles, fact sheets, flyers, and other materials.

  • Data collection, analysis, and reporting.

  • Collect and maintain customer contact information and resulting data.

What Is Required:

  • Bachelor’s Degree in Engineering, Social Science, Business, Program Management, Environmental Policy, or related field and a minimum of 5 years of related work experience including program planning, scheduling, and communicating results or the equivalent combination of education and experience.

  • Demonstrated experience in project management, leading communications outreach efforts, developing strategies, and project execution.

  • Demonstrated experience in all aspects of program planning, execution, and collaborative technical work.

  • Excellent interpersonal, oral, and written communication skills with the ability to present information on complex subjects in a form appropriate for clients and non-technical audiences.

  • Ability to synthesize input from multiple sources to develop programmatic improvements and changes.

  • Strong computer skills, including proficiency in Microsoft Office Suite and Google App Suite.


What We Desire:

  • Advanced graduate degree in Engineering, Social Science, Business, Program Management, Environmental Policy or related field.

  • Significant experience with research program management including program planning, scheduling, and communicating results.

  • Knowledge of programs similar to those of the US Department of Energy.

  • Experience working with state and federal governments.

  • Knowledge of ISO 50001 - Energy management system standard.

  • Certification in Project Management.

  • Data analysis and programming skills.

  • Experience with Basecamp or other program management software.
