Berkeley Lab has an opening for a Program Manager for Organizational Performance Management in the Office of Institutional Assurance and Integrity. This position provides leadership and technical expertise to plan, develop and administer contractor assurance activities that conform to the Department of Energy (DOE), University of California (UC) and Lawrence Berkeley National Laboratory (LBNL) contract requirements. In addition, the Program Manager applies broad knowledge of program and project management to develop and implement policies, processes, procedures, guidance and training that support LBNL organizations.


What You Will Do:

  • Manage and refine the monthly LBNL performance management reporting process, which includes tracking, monitoring, synthesizing, analyzing and reporting the Laboratory’s progress toward achieving the annual DOE Performance Evaluation Management Plan, institutional strategic and divisional objectives.

  • Develop, maintain, analyze and report monthly performance metrics and targets to assess and benchmark performance in key Laboratory areas internally and with other DOE contractors, industry, and research institutions.

  • Manage the semi-annual management review process to evaluate UC and the Laboratory’s overall achievement of DOE’s performance goals and objectives as defined in DOE’s annual performance plan.  

  • Design, develop and maintain the institutional dashboard to provide at-a-glance views of performance data, relevant to Laboratory objectives, operational processes and regulatory compliance.

  • Lead the Laboratory annual process to evaluate internal controls and attest to the adequacy and effectiveness of its management systems. 

  • Support the Laboratory’s Risk Management Program by producing risk reports and other risk-related communications for senior management decision-making purposes.

  • Support the Laboratory’s Issues Management Program by participating in investigations and causal analyses, assessments and corrective action plan development for high-risk issues, programmatic deficiencies, and incidents.

  • Provide technical guidance and support to LBNL management, program managers and subject matter experts in the area of performance metrics, monitoring and analysis. 


What is Required:

  • Bachelors’ or advanced degree in a related field or discipline (e.g., quality assurance, compliance, operations management, business administration) with a minimum of 8 years of experience managing complex projects and/or programs of moderate to large scope; or an equivalent combination of education, academic training and experience.

  • Demonstrated experience translating strategic and business objectives into performance and risk indicators/metrics, with baseline targets, cautionary threshold levels and escalation triggers.

  • Demonstrated experience utilizing management systems, computerized databases, and information systems to generate spreadsheets and reports. Ability to develop clear and concise presentations, briefings and reports.

  • Experience designing and developing policies and procedures, as well as developing and delivering training programs.

  • Excellent written and oral communication and collaborative relationship management skills, including providing technical leadership and guidance to a variety of staff members.


Additional Desired Qualifications:

  • Experience working in a Government Owned Contractor Operated (GOGO) research and development environment.

  • Experience implementing programs in a Department of Energy contractor organization.

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
