Berkeley Lab has an opening for a Program Operations Analyst to support the administration of programs and activities managed by the Office of Institutional Assurance and Integrity (A&I). In this role, you will: support programs, projects and/or processes from inception to completion; plan and execute tasks; coordinate departmental or Institutional cross-functional teams and activities; perform analyses; and prepare and submit reports. Programs supported may include: Contract Management; Requirements Management; Risk Management, Issues Management; Quality Assurance; Institutional Assessments; and Performance Management (metrics, quad chart reporting and performance evaluation reporting).

 

What You Will Do:

  • Draft, edit and proof a variety of institutional program and process documentation, including policies, program manuals, training and outreach presentations, reports and correspondence.

  • Coordinate with Program Managers, Project Managers, Subject Matter Experts and stakeholders to collect and analyze information and resolve problems, issues and concerns.

  • Perform assessments and causal analysis by applying various analytical tools to: investigate and analyze issues and risks; identify causes of issues; develop/recommend corrective actions; and evaluate implementation of corrective actions.

  • Review, compile and distribute performance quad charts and dashboard metrics reports.

  • Perform analysis of issues, risks, and program, process and metrics performance through the collection, monitoring, analysis and synthesis of performance-related data for reports and presentations.

  • Perform database management/administrator duties for A&I databases, including entering and updating data, reconciling data, ensuring data quality, developing and running reports, following up with and/or providing information and solutions to stakeholders.

  • Coordinate the Institutional controls evaluation processes, analyses and submissions per DOE guidelines.

  • Coordinate the development and submission of the Annual Assurances of Internal Controls Letter to the University of California Office of the President.

  • Develop and present highly professional and technical presentations with minimal direction and guidance.

  • Oversee preparations for A&I-hosted meetings, assessments and events with a high degree of proactivity, self-reliance, and discretion.

  • Perform additional duties and administrative support, as required.

 

What is Required:

  • BA/BS degree with 4 to 8 years of related experience in supporting complex programs, projects and/or activities of large scope, or an equivalent combination of education and experience.

  • Demonstrated experience providing support with technical presentations, process flow diagrams, program and project coordination, document and report preparation and logistics coordination.

  • Experience with handling sensitive and confidential information with high level of discretion and integrity.

  • Experience in working with a variety of databases and software systems similar to the Laboratory’s internal and external applications and databases (e.g. Requirements Management, Corrective Action Tracking System, Lessons Learned & Best Practices, Price Anderson Amendment Act Non-compliance Tracking System, Human Subjects Research).

  • Excellent communication skills, including the ability to speak effectively and persuasively verbally and in writing to a variety of stakeholders, including UC, DOE and Laboratory senior management.

  • Strong analytical and problem-solving skills with proven ability to identify, characterize, analyze, report and implement solutions to complex and non-routine problems.

  • Strong ability to interpret and apply complex federal, state, local and industry standard requirements and best practices.

  • Proven ability to independently establish priorities, perform multiple tasks simultaneously with short deadlines and frequent interruptions, and deliver desired results in a timely and accurate manner.

  • Advanced knowledge and practical experience with MS Office Software Suite, Google collaboration tools, and audio/visual conferencing tools.

  • Ability to work productively with others at all levels in the Laboratory to accomplish Institutional goals and to build strong working relationships.

Additional Desired Qualifications:

  • Solid understanding of LBNL/UC/DOE work environment.

  • Risk management, quality assurance and/or compliance experience.

Notes:

  • This is a full-time career appointment.

  • Full-time, M-F, exempt (monthly paid) from overtime pay.
