Berkeley Lab’s Earth & Environmental Sciences Division has an opening for a Program Operations Analyst. You will be responsible for the day-to-day operations administration and program development functions of the Geothermal Systems and Hydrocarbon Resources Programs, and the EGS Collab project, including planning and directing schedules, preparing and submitting reports, and monitoring budget/spending.

 

What You Will Do:

  • Will serve as a point of contact and under general direction manage outside inquiries and requests regarding information of a moderate nature for several projects within the Geothermal Systems and Hydrocarbon Resources Programs.

  • Partner with project leads to understand their programmatic needs and provide them with systematic and timely analyses and recommendations pertaining to operations activities.

  • Coordinate and manage federal agency opportunity announcement (FOA) proposal creation and submission, interfacing with PIs, EESA management, and resource analysts to validate that requirements for document assembly, content review, and submission are in compliance with the guidance provided by the funding source or by collaborators (e.g., DOE, other federal agencies, national laboratories, universities, or private industry).

  • Utilize institutional systems to assist with budget tracking and providing PIs with routine budget reports and occasional ad hoc reports.

  • Create concise and logical scientific-technical project progress reports as required.  Report generation may require a synthesis of data from a variety of sources into a concise summary or conclusion for use by the PIs and/or submission to federal agencies.

  • Monitor and make recommendations for improving the website content for the Geothermal Systems and Hydrocarbon Resources Programs. 

  • Use independent judgment to determine the best course of action related to programmatic and project operations, and provide recommendations to address problems/issues.

  • In collaboration with EESA Operations Team, ensure optimal efficiency and effectiveness of operational processes for the Area and the Programs and projects under your influence.

  • Serve as the Project Manager for the EGS Collab project.

  • Use professional concepts and program objectives to resolve complex issues in creative and effective ways in determining program requirements, estimate budget requirements, and plan and control the operations administration and program development functions for this large and complex project.

  • Coordinate proposal development; review, interpret and communicate the guidance received from funding source to the PI; work closely with PI to ensure budgets map to planned scope; ensure compliance with annual guidelines as directed by DOE and/or other sponsors; and partner with the PI in the development of budgets/justifications, plans for: management, communications, outreach/education, and facilities. 

  • Using in-depth knowledge, develop, manage, and analyze multi-year/multi-task budgets and staffing requirements.

  • Independently determine methods and procedures that provide information to determine best practices for project implementation and milestone/task tracking.

  • Lead and manage the effort associated with the development of progress reports and other sponsor related reporting requirements.

  • Partner with the EESA Communications Lead to ensure upkeep of EGS Collab project webpage and other communications media.

  • Interact with team participants, Program Leads and Division Directors, senior external customers and vendors. Interact with collaborators, as needed, to develop subcontract arrangements. Interface with agency sponsors on programmatic issues.

  • Work with team members and oversee support personnel to ensure timely completion of deliverables

  • Based on strategic analysis, formulate and recommend corrective actions, such as schedule revisions, fund allocations, and staffing levels.

  • Perform project accounting, project administration, spend and execution planning, cost analysis and forecasts, and prepare various ad-hoc and standardized financial reports (internal and external) for Division, and projects.

  • Coordinate and participate in program and project reviews, meetings, and workshops.

  • Establish guidelines and procedures to ensure the completion of multiple project deliverables. 

  • Using project management principles, provide comprehensive, analytical support, compile action items, and create and maintain schedules.

  • Coordinate and schedule meetings with stakeholders.

 

Additional Responsibilities as needed:

  • Work with the Program Lead, and Operations Leadership and other EESA Management on special projects, as assigned. 

 

What Is Required:

  • Seasoned professional with wide-ranging, broad experience, of the operations administration and program development functions, including in-depth knowledge of project planning, budgeting, scheduling, and information tracking.

  • Excellent organizational skills

  • Broad experience organizing and developing technical scientific reports.

  • Demonstrated ability to work independently to resolve complex program operations issues in creative and effective ways, and ability to select methods, techniques and evaluation criteria for obtaining results.

  • Demonstrated ability to work productively on complex issues under pressure and tight deadlines.

  • Substantial experience with scheduling, budgeting, tracking and coordinating cross-function or cross-program activities, including managing deadlines and resources.

  • Effective interpersonal, verbal and written communication skills 

  • Sensitivity to diversity issues in a project environment.

  • Experience handling sensitive and confidential information with discretion.

  • Editing skills sufficient to edit a variety of documents for grammar, syntax, style, and clarity. Proofread and correct own work and submit high-quality final documents.

  • Broad experience utilizing institutional systems (e.g. FMS, Cognos, eSRA) to coordinate and manage proposal submission, budget development, and tracking, spend plan development, and finance, progress, and other sponsor or PI related reports.

  • Strong technical skills including google products, Microsoft Office suite, websites, and databases. 

  • Familiarity with LBNL policies, procedures, and practices in relation to program operations analysis.

  • Ability to thrive in a team environment while also able to function independently and use sound judgment and initiative in resolving issues of a moderately complex nature.

  • This is a full time career appointment.

  • Full-time, M-F, exempt (monthly paid) from overtime pay.
