Reporting to the Deputy Laboratory Director for Operations/Chief Operating Officer, the Facility and Infrastructure Modernization Division Director assumes operational line management accountability and responsibility for leading this organization at the Berkeley Lab.  Activities of the Division include the initiation, strategic and tactical planning, design, construction, transition to operations, of civil construction and infrastructure projects. In addition, this division will serve as the Institutional home organization for the Project Management Office, which serves as the Lab’s center of excellence and owner of project management support and training programs and processes.


The Division Director will effectively manage a capital budget in excess of $500 million with accountability for the oversight, management and development of a staff of approximately 35 members and construction contractor and subcontractor workforce.  The Director will provide oversight and assurance of the Project Management Office, infrastructure engineering, and hold complete project portfolio accountability and line management responsibility emphasizing risk management, quality, safety, efficiency, and stakeholder expectations. Serving as the intellectual leader for the provision of all project management infrastructure and services, the Division Director will partner closely with Laboratory leadership and the Berkeley Lab Strategy Officer to execute projects needed to meet the Laboratory’s scientific mission.  


Additionally, the Division Director is a key member of the Laboratory Operations Leadership Team and will make substantial leadership contributions that advance Berkeley Lab’s fundamental mission of delivering world-class scientific outcomes, forging partnerships inside and outside of the Lab, and executing best management practices to meet Laboratory performance goals.

The Facility and Infrastructure Modernization Division Director will:


  • Provide strategic, technical and operational leadership over the Facility and Infrastructure Modernization Division, including full management responsibility and accountability for all areas within division operations; finance, human resources, environmental health and safety, Project Management Office, Projects and Construction Office, and infrastructure strategic planning and project execution.

  • Establish, develop, and maintain partnerships with others to continuously build a highly innovative, engaged, committed and productive team. Proactively build partnerships with and serve as a key liaison to Department of Energy and University of California officials to help influence implementation of DOE policies as they impact the Laboratory.  Seek effective business relationships with Department of Energy (DOE) stakeholders, the local community, other National Laboratories, UC campuses, and the UC Office of the President (UCOP) to provide innovative leadership for quality and excellence in customer service.

  • Cultivate an employee-oriented organizational and inclusive culture that emphasizes collaboration, continuous improvement, high performance, and personal leadership and accountability.

  • Ensure the effectiveness and capabilities of Division staff matrixed to scientific divisions, capital/infrastructure modernization projects, including estimating and specialized project management expertise, while working in close, productive partnership and teaming with fellow Operations Leadership Team members.

  • Develop and maintain strong working partnerships with scientific division leaders and senior management, ensuring that short-term and long-term requirements for projects are aligned with Laboratory strategic goals and objectives, and moving the Division to provide integrated support to the Laboratory’s scientific/technical research programs and scientific mission.

  • Oversee site planning in accordance with a long-range development plan, space planning, and programmatic moves, working closely with infrastructure-funding managers in the DOE Office of Science for infrastructure renewal and investment.

  • Work through the Project Management Office Officer to ensure the effective delivery of project guidance, processes, tools and Lab-wide project oversight.

  • Provide leadership and direction to build a Division continuous process improvement program, including validated measurement systems, benchmarking, and surveys.

  • Address management challenges and tightening resources to achieve optimally effective and efficient staffing; guide strategies for hiring, retaining and developing diverse staff.


Minimum Qualifications:


  • Bachelor's degree in engineering, architecture, facilities management, business or related discipline or equivalent level experience.

  • 10+ years of progressively responsible management experience in a complex line management assignment, or an equivalent combination of education and experience with extensive experience managing a multifaceted and complex organization of a private industry complex, university, or government research complex or campus with demonstrated improvement in performance.

  • Successful senior-level leadership experience, including demonstrated experience with employee development, mentoring, coaching and ensuring career development.

  • Ability to direct and effectively communicate with engineers and architects to plan and execute projects in support of Laboratory facility and infrastructure modernization.

  • Demonstrated training, experience managing large, complex projects with experience leading and managing a complex organization, providing effective oversight and guidance of operational, personnel management and administrative matters.

  • Demonstrated record of effectively integrating Environment, Health & Safety considerations in all work execution and organizational management.

  • Excellent oral and written communication skills necessary to effectively influence, negotiate, advise, explain and present to senior technical and administrative managers.

  • Superior interpersonal skills necessary to effectively build/maintain working partnerships with internal and external stakeholders.

  • Ability to interact at the highest level of management, both internally and externally, in a constructive and collaborative manner and in way that appropriately represents the Laboratory.


Additional Desired Qualifications:

  • Advanced degree (e.g., Ph.D. or Master’s Degree) preferred.

  • Experience working for a contractor administering a Federal (e.g., GOCO) agency such as DOE, NASA or NSF.

  • Project Management Professional Certification.
