Berkeley Lab (LBNL) is the home of world-class team science in service to the nation, and leads the Quantum Systems Accelerator (QSA), a 15-institution quantum information science (QIS) research center. Berkeley Lab’s Applied Math and Computational Research Division has an opening for a Quantum Information Science (QIS) Program Manager to support the QSA in achieving strategic program goals, maintaining relationships with high-level stakeholders in the academic, national laboratory, and industrial landscape, and managing the day-to-day operational aspects of scientific research and related quantum ecosystem activities.

 

What You Will Do:

  • Track day-to-day activities and operations, including resource allocations, budgeting, staffing decisions, recruitment, and develop solutions to potential issues or hurdles, and analyze the metrics of success for the programs that are in circulation.
  • Support the strategic planning process by synthesizing information on member research activities and developing planning tools and financial projections.
  • Provide effective communication between constituencies and maintain and build relationships with the Department of Energy and other federal stakeholders.
  • Collaborate with other Berkeley Lab QIS programs at Berkeley , as well as the Center for Quantum Coherent Science at UC Berkeley, and partner organizations that span multiple universities and federal labs.
  • Work collaboratively with the QSA leadership and liaise with government affairs staff at Berkeley to identify compelling strategies for educating local, state, and federal elected officials on the importance of fundamental science, research, and QIS projects.
  • Determine program requirements, estimate budget requirements, and recommend approaches to achieve strategic objectives.
  • Handle details and oversee work of a highly confidential and critical nature to support matters related to Quantum Information Science at the local, national and global scale. Provide confidential advising to leadership.

 

Additional Responsibilities as needed:

  • Work at a higher level of independence when executing assignments.
  • Apply broad knowledge in the field of QIS, identify gaps and opportunities for Berkeley Lab activities, and develop long-range objectives and strategic plans for initiatives and program opportunities.

 

What is Required:

  • Bachelor’s or advanced degree in a related field and/or equivalent training experience with 5 years of work experience including program planning, scheduling, and budgeting.
  • Knowledge of scientific laboratory governance, policy and planning at the University and National Levels.
  • General knowledge of program manager principles and tools.
  • Experience coordinating the planning efforts for diverse programs of moderate size or portions of major programs.
  • Experience anticipating potential customer needs and new research opportunities.
  • Experience with accounting and budgeting principles and computer-based reporting systems.
  • Demonstrated record in diplomacy, discretion, and trustworthiness.
  • Excellent communication skills with the ability to communicate and influence effectively with all levels of staff, faculty, funding agencies, alumni/donors, students and external constituents, both verbally and in writing.
  • Ability to manage others effectively, particularly in a non-hierarchical environment (experience with management styles that utilize persuasion rather than using authority to achieve collaborative goals and solutions).
  • Ability to develop new organizational structures, processes, and policies in accordance with emerging strategies.
  • Ability to work independently and within cross-functional teams to achieve desired outcomes
  • Advanced analytical/problem-solving skills.
  • Ability to work calmly and maintain good judgment in a fast-paced and dynamic environment.
  • Effective at time- and project-management skills with the ability to prioritize work assignments, work collaboratively with others, and adjust schedules based on changing requirements.
  • Familiarity with project management principles and tools.

 

Desired Qualifications:

  • Bachelor’s or advanced degree in a related field and/or equivalent training experience and 8 years of related work experience in management of large programs and/or program management.
  • Experience coordinating and/or leading the planning and control for moderate to large, complex programs.
  • Demonstrated knowledge and skills in all aspects of program/ initiative planning, budgeting, and scheduling.
  • Demonstrated success consulting and working effectively with senior leadership within a large organization.
  • Familiarity with DOE National Laboratory management and policies.
  • Active membership in scientific societies relevant to QIS.

Notes:

  • This is a full time, 2 years, term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
