Berkeley Lab’s Office of the Chief Financial Officer (OCFO) is looking for a Senior Proposal Specialist to join their Field Finance Team!


In this role, you will provide complex, detailed, and comprehensive pre-award administration and funding/grant proposal support and analysis services to scientific investigators and their research programs/projects for work funded by the U.S. Department of Energy (DOE) and other federal/non-federal sponsors.  This position will be matrixed to the Energy Technologies Area (ETA) and work under the direction of Field Finance Manager/Supervisor.


You will be a contributor at one of the world’s iconic research laboratories, founded on the idea that pioneering science is best performed by multidisciplinary teams working together, and where the concept of teamwork remains a vital component of daily life at the Lab.


What You Will Do:

  • Partner with research teams and staff to provide comprehensive contract and grant proposal preparation and coordination, including the development of detailed, multi-year budgets of various dollar amounts.

  • Plan and develop complex proposal submissions.

  • Evaluate and interpret solicitation guidelines and requirements, ensuring proposal package meets quality standards and requirements of the sponsor’s solicitation as well as Division, Berkeley Lab, UC and DOE policies, procedures and guidelines.

  • Develop solutions to diverse, complex problems, where decisions and solutions have significant impact on major programs/projects.

  • Prepare diverse and complex financial reports for outside funding sponsors.

  • Evaluate budget impacts of personnel actions, including hires, terminations, reduction in force actions, reclassifications, salary management, training grant and other non-standard appointments of a highly complex nature.

  • Recommend appropriate strategies for managing major financial variables resulting from widely varying research contract terms, high levels of funding uncertainty, varying sponsor financial guidelines and funding cycles.


What is Required:

  • A Bachelor’s Degree in Accounting, Finance, Business, Economics, or a related field and a minimum of 4 years of relevant experience in a research, academic or large/complex organization or the equivalent combination of education and experience.

  • Knowledge of and experience with business, budgeting, and accounting principles including Generally Accepted Accounting Principles (GAAP) and Cost Accounting Standards (CAS).

  • Broad knowledge, experience, and achievement in planning and managing portfolios of complex budgets funded from multiple sources having varying contract terms and conditions.

  • Demonstrated experience in providing financial analytic and consultative services including short and long-range financial planning, cost analysis and forecasting, monitoring expenses for allocability and allowability, progress tracking and reporting, and project close-out.

  • Advanced experience with spreadsheets and financial databases, such as Excel, and PeopleSoft financial applications and other PC software such as Microsoft Word.  

  • Excellent verbal, written, and interpersonal communication skills with demonstrated ability to effectively interact with a diverse and broad range of internal and external stakeholders.


What We Desire:

  • Advanced graduate degree.

  • Experience with grants and proposals.

  • Knowledge of University of California business environment. An understanding of LBNL, Divisional, and DOE  financial policies and procedures.

  • Experience in probability forecasting, conditional decision making and risk analysis.

  • Working knowledge of Federal Cost Accounting Standards and other Federal process and regulations.

  • Knowledge of LBNL, DOE and Non-DOE sponsor reporting requirements and audit policies.

  • Knowledge of PeopleSoft financial applications.

  • This is a full time, M-F, exempt from overtime pay (monthly paid), Career appointment.  

  • Salary is commensurate with experience.

  • Typically, work will be primarily performed at: Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA; however, travel occasionally to/from the Office of the Chief Financial Officer (OCFO) — Bldg. 971, 6401 Hollis St., Emeryville, CA is required.
