Berkeley Lab has an opening for a Strategic Initiatives Program Manager for Operations. Reporting to the Deputy Chief Operating Officer, this position will be responsible for the integration, coordination, and collaboration of operational strategic initiatives and projects that impact multiple areas of the laboratory. This position will also work in close coordination with the Office of the Chief Operations Officer to identify and plan projects that need an integrated management approach to ensure effective coordination of effort as needed across the Lab. As a recognized leader, the Strategic Operations Program Manager will make substantial high-level contributions and interface effectively with senior and middle levels of management at the Laboratory, University of California (UC) and the Department of Energy (DOE) complex. This is a high-profile opportunity to work with scientific and operational leaders on a wide variety of strategic operations programs at a dynamic, world-class research institution.


What You Will Do:

  • Manage strategic Operations planning projects on behalf of the Office of the Chief Operations Officer that have far reaching impact across the laboratory.

  • Coordinate and monitor project teams comprised of subject matter experts and managers across operations to ensure appropriate project development and completion to meet the needs of the laboratory.

  • Act as the liaison between scientific division operations and central operations management to identify opportunities for cross-operational project planning.  

  • Work directly with Divisions and departments to determine project requirements as well as the subsequent cross organizational operations services needed to achieve internal customer needs.  Coordinate client contacts, including correspondence with the client, and maintain working relationships at all levels throughout each project. 

  • Build and maintain an effective working relationship with the DOE Bay Area Site Office on matters pertaining to Operations. 

  • Work collaboratively and cohesively with other Senior Staff members to participate in and/or lead a variety of Operations/Laboratory-wide initiatives. 

  • Function in a lead capacity to provide program management for and participate in strategic planning for the Office of the Chief Operations Officer. Develop innovative solutions and provide effective consultation and guidance on matters of broad impact and complexity.

  • With appropriate subject matter experts, initiate and direct the planning and development of the project scope, budget and overall project schedule, and monitor project commitments. Ensure that all requirements are well clarified and resourced appropriately. 

  • Direct the preparation of progress and special reports to Berkeley Lab management. 

 

What is Required:

  • Bachelor’s degree and a minimum of 12 years of related experience, including at least 5 years in an operations or program leadership role; or equivalent years of education and/or experience.

  • Demonstrated experience with program management for complex organizational functions.

  • Experience developing and coordinating budgets and schedules, developing proposals and project scope documents, and coordinating project delivery, including team assignments and technical quality.

  • Strong verbal and written communication, presentation, and client relationship skills.

  • Excellent planning, prioritization, organizational and time management skills, with the ability to manage multiple projects simultaneously, and bring them to a successful completion.


Desired Qualifications:

  • Demonstrated knowledge of relevant Laboratory, DOE, and UC policies, procedures, and practices.  

  • Experience with federal government operations.

  • Advanced degree a plus.
