Berkeley Lab is seeking a Senior Manager, Transportation & Parking, who is passionate about transportation, to drive organizational change in a dynamic environment to develop transportation and commute solutions that meet the needs and expectations of the employees, leadership, and the surrounding communities.


The Senior Manager of Transportation & Parking will work closely with other departments at the Lab, along with external partners, to develop an effective program to reduce single occupancy parking on site, while increasing alternative commute options to meet the Lab’s sustainability goals. There is a heavy emphasis on engaging with employees to listen to their needs and solicit transportation solutions. Responsibilities include developing a strategic transportation plan, engaging employees through outreach efforts, researching and implementing commute options, managing parking, and tracking and analyzing metrics that show the success of the transportation plan. This position reports to the Deputy Chief Operating Officer.


What You Will Do:

Transportation Demand Management

  • Develop and implement a transportation and parking strategy for Berkeley Lab.

    • Research and develop innovative alternative transportation and commute programs; research other transportation demand management programs to identify potential new initiatives.

    • Create and execute an internal communications plan for the Lab’s alternative transportation programs.

    • Develop metrics to track progress and usage of alternative transportation.

  • Participate in and provide a leadership role in committees, task forces and other Lab groups related to parking and transportation demand management. Serve as Transportation Advisory Committee chair, as well as partner with the Environment, Health and Safety Committee, Traffic and Pedestrian Safety Committee and UC Berkeley’s Parking and Transportation Department.

  • Support Facilities and the Laboratory Directorate in implementing, tracking, and recording parking-related CEQA and NEPA and similar planning responsibilities, including applicable best management practices, Standard Project Features, and legally-required mitigation measures.

Parking, Traffic and Pedestrian Safety

  • Create and implement a governance model for the parking policy, ensuring the policy is current and addresses all types of allowable parking for LBNL employees, affiliates and visitors, including parking privileges and requests for exceptions.

  • Ensure requests for reserved parking spaces, special event parking, construction parking and other impairments to parking are addressed and handled appropriately.

  • Support the Facilities Division with parking space design and mapping.

  • Coordinate with UC Police Department on parking issues violating state or local laws, including the removal of vehicles not authorized to be on site.

  • Liaise with Environmental, Health & Safety Division on traffic and pedestrian safety.


Data Analysis & Financial Management

  • Collect and analyze data related to parking and alternative transportation to evaluate the effectiveness of existing transportation programs, project future conditions and develop sustainability goals.

  • Analyze commute patterns and forecast allocation, demand, and utilization of parking and other commute resources.

  • Maintain up-to-date parking utilization and inventory reports and maps, and develop and present materials to track metrics related to all aspects of transportation, parking, and vehicle access.

  • Provide financial oversight, including the monitoring of monthly costs, creation of budgets and monitoring of budgets to actual.

  • Perform out-year planning and forecasting for program investments.


What is Required:

  • Bachelor’s or advanced degree in a related field and/or equivalent training and experience, with a minimum of 8 years related work experience in management of large programs and/or program management functions.

  • Experience implementing alternative transportation programs in a large campus environment, including working knowledge of alternative transportation programs and trends.

  • Demonstrated ability to effectively communicate in writing and verbally to all levels of the organization and external key stakeholders, with excellent presentation and interpersonal skills and diplomacy.

  • Superior decision-making skills, ability to anticipate and plan for contingencies with strong problem-solving skills, and ability to analyze problems and provide recommendations and/or solutions.

  • Demonstrated leadership, motivational, collaboration and organizational change capabilities.

  • Experience with budget management and vendor selection and management.

Additional Desired Qualifications:

  • Working knowledge of LBNL/UC/DOE policies, procedures, and systems.

  • Experience with transportation-related technology trends and solutions.

  • The Senior Manager, Transportation & Parking is a career position that is appointed by and serves at the discretion of the Laboratory Director, and this appointment is at will and may be terminated at any time with or without cause.

  • Full-time, M-F, exempt (monthly paid) from overtime pay.
