Lawrence Berkeley National Lab’s (LBNL) Office of the Chief Financial Officer (OCFO) Division has an opening for a Field Finance (FF) Department Head to join it’s dynamic leadership team!

 

In this exciting role, you will lead and manage the Field Finance (FF) Department, which provides financial management expertise and services essential to the Lab’s research and stewardship mission. With the support of the CFO, the FF Department Head provides strategic leadership and personnel management for ~50 Field Finance professionals who are matrixed to area clients and provide financial support that enable all the LBNL scientific clients to accomplish their mission while effectively fulfilling their fiduciary stewardship responsibilities.  

 

The FF Department Head will build strong and effective relationships with client management teams, including ~22 independent Lab Scientific organizations, Strategic Partnership Office, Department of Energy (DOE), University of California (UC), and partner units within the Office of the Chief Financial Officer (OCFO). 

 

What You Will Do:

  • Provide leadership, strategic planning, management and direction of matrixed operations, and assurance for the Field Finance organization. 
  • In partnership with the CFO, oversee all Field Finance Department operations including, the development and execution of staffing resource strategies that supports Area clients’ financial service needs, establishment and enforcement of the roles and responsibilities between the Field Finance managers and client managers, and personnel management activities. 
  • Recruit, manage and lead managers and staff with the skills to maintain a high-quality organization.  
  • Develop, maintain and execute appropriate training and reporting tools for Field Finance Staff and where appropriate, stakeholders that support the Laboratory mission and meet all DOE and UC requirements.  
  • Establish and maintain strong relationships of transparency and trust with Area clients and stakeholders. Oversee a communication strategy that provides accurate and timely information to aid in making the best use of resources to meet objectives.
  • Maintain an effective assurance program covering policies, system tools, training, quality and contract assurance activities, in order to identify and manage risks, monitor and analyze performance, and identify opportunities for improvement.
  • In consultation with the CFO, partner with DOE Berkeley Site Office (BSO), DOE Contracting Officer and UC Office of National Laboratories (UCNL) counterparts to assure confidence in the Lab’s Field Finance services.  

 

What is Required:

  • Master’s degree in Business Administration, Finance or related field and 16 years of relevant experience in financial leadership and management, preferably in a large research organization, or equivalent combination of education and experience, including 10+ years demonstrated experience managing a financial management organization.
  • Experience working in a multidivisional, decentralized organization
  • Experience working in a complex environment with multiple stakeholders and a high degree of oversight and regulation.
  • Extensive experience in providing financial advice and consultative services, including short and long-range financial planning, estimating, budgeting, cost and effort tracking, analysis and forecasting, indirect rate development, monitoring expense appropriateness, tracking and reporting and project close-out.
  • Demonstrated ability to build and lead teams and deliver effective team and individual performance.  Significant experience in recruiting, developing and coaching managers and staff with the necessary skills, knowledge and abilities to perform in a high performance organization.  
  • Broad knowledge of federal financial requirements (GAAP & Cost Accounting Standards, CAS) and federal acquisition regulations and ability to apply to the DOE Management & Operating/FFRDC model. Knowledge of and ability to interpret and apply local, state and federal regulations accurately and effectively.
  • Strong interpersonal skills and proven record of success in building and maintaining effective relationships with a diverse set of clients,  senior management, key stakeholders and other partners. 
  • Proven ability to maintain a culture of continuous learning and to lead and partner to execute process improvements that utilize best business practices to support strategic business goals and achieve performance expectations.  
  • Strong change management and communications skills.  Demonstrated ability to frame issues and communicate effectively both orally and in written communications.  Strong public speaking and presentation skills.

 

Desired Qualifications:

  • Experience working with FFRDCs, DOE labs and M&O contracts is strongly preferred, along with an understanding of the roles of key stakeholders such as parent company, DOE site office and other DOE partners.
  • Experience working in a research, academic and/or intellectual capital organization.

Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
